The contractor shall provide all labor, materials, tools, and services required to complete the work and coordinate schedules to avoid disruptions. The performance period is one year from September 1, 2026 through August 31, 2027, with four additional optional years. Work must comply with professional industry standards, applicable federal, state, and local codes, and manufacturer instructions. Regular office hours are 7:30 AM to 3:30 PM Monday through Friday (excluding federal holidays), with work outside these hours requiring Government approval with five calendar days' notice. The contractor shall maintain the project area in clean, safe condition with daily cleanup and offsite debris disposal. AIR CONDITIONER MAINTENANCE

For the Hawaiian Islands Humpback Whale National Marine Sanctuary

Statement of Work

1.0BACKGROUND

The NOAA Facility located at 726 S. Kihei Rd, Kihei, Hawaii on the island of Maui currently has three buildings with various HVAC (air condition) systems.

These systems require routine quarterly maintenance in line with manufacturer standards.

2.0 OBJECTIVE

The contractor shall perform quarterly maintenance on all AC units on site, which are located in the Visitor’s Center (VC), Learning Center (LC) , and Classroom Building (CB) . Quarterly maintenance includes routine maintenance, necessary repairs, life cycle assessment of units, and replacement of defunct or end of life units.

3.0 SCOPE OF WORK

1. All work for the AC unit maintenance shall be completed at VC, LC, and CB.

Coordination of the work schedules shall be the responsibility of the Contractor to avoid any delays or disruptions in order to meet the performance period. The Contractor shall provide all labor, materials, tools, and services required to complete the work.

The ACs to be maintained and replaced, if needed, include:

1. 8-ton Mitsubishi PUHY-P96 AC in CB and six indoor connected units

i. Serial number 35W00059

2. Two Marvair VAI24ACC in LC

i. Serial numbers HT-F000107958-000-002 and

HT-F000107958-000-001

3. Two Marvair VAI36ACC in LC

i. Serial numbers HT-F00108677-000-002 and

HT-F00108677-000-001

4. One Skymark AC036 in LC

i. Serial number 0606-4089C

5. One Mr. Cool DIY-12-HP-C-1158 in LC IT room

i. Serial number 340D505860219120122094

6. Two single-zone Fujitsu ductless split-systems A0U36CLX1 and A0UH36LPAS1 in VC

i. Serial numbers HBN002891 and NVQ001071

7. One Carrier DX system comprised of two units 38AUZA07 and

40RUAA07 in upstairs VC

i. Serial number 2310650066

8. Any other units that replace or complement the above mentioned, including control units for the AC

4.0 PLACE OF PERFORMANCE

HIHWNMS Visitor Center at 726 S. Kihei Rd, Kihei, Hawaii.

Ensure that Contractor personnel employed on the Activity become familiar with and obey regulations, including safety, fire, traffic, and security regulations. Keep within the limits of the work and avenues of ingress and egress. The area around the building and where the contractor will be working should be closed off so the public cannot access the area. All offices and the Visitor Center need to remain accessible and hazard free during the scope of this work unless approved to close off access is granted by COR.

Regular work hours for the offices are 7:30 AM - 3:30 PM Monday to Friday, excluding Federal holidays. Work outside regular working hours requires Government approval. Make a request 5 calendar days prior to such work to allow arrangements to be made by the Government, giving specific dates, hours, location, type of work to be performed, contract number and project title.

The Contractor shall ensure that the project area and areas adjacent to the project area are maintained in a clean and safe condition. Clean-up shall be performed daily. All debris from project operations shall be disposed of offsite and in accordance with all federal and state regulations. Construction site is to be returned to the same or better condition as found at the start of work.

5.0 CONTRACTING STANDARDS

All methods, materials and workmanship provided by the Contractor under this contract shall, as a minimum, be performed in accordance with professional industry standards and shall comply with applicable codes for construction.

Grade and Quality: Materials shall conform to the requirements of this Section and shall be new, free from defects, and of recent manufacture.

Manufacturer’s Instructions: Comply with material manufacturers’ instructions for use of products. In case of conflict with the requirements of this Section, the more stringent requirements shall govern.

Laws, Codes, and Regulations: All work of this Section shall comply with all applicable federal, state, and local laws, codes, and regulations.

6.0 PERIOD OF PERFORMANCE

The base period of performance for this contract shall be for one year from 9/1/2026 - 8/31/2027. Option periods will be for four additional years.

7.0 IT SECURITY REQUIREMENTS

This SOW will not be requiring either government-owned IT systems or contractor-owned systems. For this SOW, the Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.

For this SOW, the contractor will not be accessing US government computers or IT systems for this work. For this SOW, the contractor will not be accessing any information that is not within the public domain for this work.
