About this file
This Statement of Work (SOW) details the procurement of an Experimental Endstation Cabin for the National Synchrotron Light Source II (NSLS-II) at Brookhaven National Laboratory. The cabin will enclose the Infrared Nanospectroscopy Facility (INF) beamline, providing a controlled environment for experiments focused on materials relevant to quantum computing and electronic characterization at a ~10nm scale. The contractor is responsible for designing, engineering, manufacturing, testing, delivering, installing, and commissioning the cabin, which must have a minimum design life of 30 years.
Key requirements include developing a comprehensive Final Design Review (FDR) report, conducting factory and on-site acceptance tests, providing detailed documentation, and adhering to strict quality assurance and environmental, safety, and health standards. The project timeline spans approximately 23 weeks after contract award, with milestones including Final Design Review at week 4, Factory Acceptance Tests at week 16, equipment delivery at week 18, installation completion at week 22, and final commissioning at week 23. The contractor must supply extensive documentation, including installation plans, operation and maintenance manuals, and as-built drawings, and provide a two-year warranty against failures and defects.

11. ESH work controls for mitigating identified hazards based on the following hierarchy, as practical:
a. elimination/substitution of hazards
b. engineering controls
c. administrative controls and work practices and/or
d. personal protective equipment (PPE)
Note that disposal of waste packing material shall be the responsibility of BSA.
The Contractor shall supply all bolt-on wheels, transportation carts and custom tooling required for the installation of the Equipment which shall become the property of BSA at Contract Completion.
Installation of the cabin walls, roof panels and equipment shall be along standard egress aisles and through the hutch doors (where applicable, see applicable drawings). The NSLS-II facility does not have a hall crane;
therefore, heavy components will require transport via forklift or palette jack for transport across the experimental floor and final positioning.
During assembly of all components, proper alignment and tightening shall be assured by the use of appropriate tools (e.g., torque wrenches) and by following the procedures recommended by the manufacturer, including the use of alignment tools and bolt-tightening sequences, etc.
4.2 Lifting Equipment
Contractor will supply and operate any lifting equipment required for installation of the cabins. Operation of BSA forklifts and manlifts by Contractors is not permitted.

8 VALUE ENGINEERING
The Contractor is encouraged to make recommendations for changes that might lead to an improvement in performance, reliability, quality, safety, or reduction in cost. Simplicity in operation, ease of maintenance, and an improvement in the performance and reliability of the specific functions beyond the requirements of the Specification are objectives which shall be considered in the production of each component type. Where it appears a substantial improvement in simplicity of design, performance, ease of maintenance or reliability will result from the use of materials, parts and processes other than those specified, it is desirable that their use be investigated.
When investigations point to advantages that may be realized, the recommendation for change shall be presented to BSA for review and, if approved, authorized in writing.
