About this file
This document is a Procurement Specification for high strength non-magnetic austenitic stainless steel sheets intended for superconducting magnet collars at Brookhaven National Laboratory (BNL). The specification details precise material requirements including chemical composition (with specific ranges for elements like manganese, chromium, nickel, and nitrogen), initial thickness options of 0.125 in. or 0.1 in., and mandatory cold reduction to 10%-12% of original thickness. Single sheet dimensions are specified as 24 in. x 120 in., with strict flatness tolerances and surface finish requirements of 63 micro-inches maximum.
The specification outlines comprehensive quality assurance provisions, requiring material manufacturers to perform detailed inspections and testing. Sampling will occur on the first produced sheet and every 25th sheet thereafter, with samples drawn from a specific zone within the sheet. The seller must provide two 1-inch x 8-inch samples to BNL for verification. Packaging requirements include using rust-inhibiting paper between steel sheet layers, maximum skid weight of 3,500 lbs, and detailed labeling instructions including BSA Purchase Order number, manufacturer name, heat/lot numbers, and weight measurements. Non-conforming material will not be accepted by the buyer.

1 Scope:
1.1 This specification covers the requirements for high strength nonmagnetic austenitic stainless steel used for superconducting magnet collars. The material will require cold reduction to reach required minimum yield strength. The material will be used at 300K during construction and near 4.2K during magnet operation.
2 Applicable Documents:
The following documents of the issue in effect on the date of invitation to quote form a part of this specification to the extent specified herein.
ASTM A568 Steel, carbon and high-strength low-alloy hot-rolled sheet, hot-rolled strip and cold-rolled sheet, general requirements.
ASTM 4480 Specification for General Requirements for Flat-Rolled Stainless.
3 Requirements:
3.1 High strength non-magnetic low carbon steel sheet offered by the Seller under this specification number shall meet the physical properties and inspection and test requirements.
3.2 Chemical Properties:
Chemical Composition %
Carbon 0.08 max Manganese 8.00-10.00 Phosphorus 0.06 max Sulfur 0.03 max Silicon 1.00 max Chromium 19.00-21.50 Nickel 5.50-7.50 Nitrogen 0.15-0.40 the document issue date on the website.
3.3 Mechanical and Physical Properties:
NOTE:
UNLESS OTHERWISE SPECIFIED, PROPERTIES ARE REPRESENTATIVE OF THE
MATERIAL IN THE FINAL, COLD WORKED CONDITION.
3.4 Dimensions, Surface Quality, and Material Characteristics
NOTE:
THICKNESS WILL TAPER ON THE ENDS AND EDGES. NOMINAL FLATNESS,
THICKNESS, AND OTHER REQUIREMENTS APPLY TO THE INTERIOR 22" X 116" OF
THE SHEETS.
3.4.1 Thickness: Finished Initial thickness of the material (prior to cold rolling):
0.125 in. ±0.005 in.
0.1 in. ±0.005 in.
3.4.2 Sheets to be cold reduced to 10%-12% of original thickness. All sheets to maintain uniformity of final sheet thickness (post cold rolling) within ±006 in.
3.4.3 Single sheet dimensions: Height x Width = 24 in. x 120 in.
3.4.4 Flatness: Out of flatness in transverse direction (crossbow over 24 in width) shall be .010 in.
max. Flatness in every direction within .016" per foot.
3.4.5 Surface Finish: 63 micro-inches maximum except for areas where "roll induced artifacts" occur. Roll induced artifacts are light indentations across the sheets.
3.4.6 Edges: Minimal burr.
3.4.7 Thickness measurements: Seller is to furnish BNL with initial sheet thickness measurements and final (post- cold rolling) thickness measurements at 8 points per sheet evenly distributed over the length and both sides of each sheet. Measurements are to be taken at least 2" inches interior to all edges.

3.5 Testing Frequency & Sample Extraction
3.5.1 Samples shall be drawn only from the location specified in Figure A below.
3.5.2 Testing shall be performed using samples drawn from the 1st produced sheet & every 25th sheet subsequent. Should this area not provide sufficient sample material, it is permissible to draw from the next sheet.
3.5.3 In addition to vendor required test samples, BNL material performance verifications require that the seller furnish BSA via air freight (2) 1 inch x 8 inch samples on the same frequency noted in 3.5.2. These specimens shall be analyzed by BNL in order to verify conformance with this specification. The seller shall clearly label each specimen so that BNL can determine its origins (including original mill heat #) as well as compare test data acquired from it to the seller’s measurements if necessary.

4 Quality Assurance Provisions:
Quality Assurance Provisions: Quality Assurance requirements are listed below. Additional requirements are imposed in the BSA supplied statement of work applicable to the specific order.
4.1 BNL does not grant the Seller material review authority to accept as-is items that do not conform to the requirements of this procurement, or to repair items to a still nonconforming condition.
4.2 Responsibility for the performance of the following inspections, test and data requirements rests with the material manufacturer. Samples shall be drawn to the sample size & configuration noted in Section 3.5.
4.2.1 Chemical Composition: A determination of the material conformity with the requirements of
3.2, Chemical Composition.
4.2.2 Dimensions, Surface Quality, and Material Characteristics: A determination of material conformity to:
