About this file
This is a Purchase Description document for a Request for Quote (RFQ) solicitation for supplemental television monitors required by the Army National Guard at Joint Base Pearl Harbor-Hickam (JBPHH) in Hawaii. The procurement is issued as a 100% Small Business Set-Aside under NAICS code 334310 (Audio and Video Equipment Manufacturing) with a size standard of 750 employees maximum. Quotes must be submitted no later than September 14, 2026 at 10:00 AM Hawaii Standard Time using solicitation number W50SLF26QA023, with pricing provided on page three of the SF 1449 form. Offerors are required to complete specific blocks on the SF 1449 including discount terms, CAGE code, and contractor information, and must be registered in the System for Award Management (SAM) at the time of offer submission and contract award.
The Government intends to award a firm-fixed price purchase order to the responsible quoter offering the lowest price whose quotation conforms to the solicitation and meets all salient physical, functional, and performance characteristics. Evaluation and award will proceed without discussions with offerors, making the initial offer submission critical as it should reflect the offeror's best terms from both price and technical standpoints. The acquisition follows FAR Part 12 procedures for commercial products and services, and additional contract requirements, provisions, and clauses are detailed in the attached SF 1449 form and supplemental documentation provided with this solicitation.

1. GENERAL REQUIREMENTS
This purchase description defines the requirements for a commercial-grade, weather-resistant Notification System. The Government’s minimum requirement is for Samsung (manufacturer) 75-inch LCD Display Flat 4K (Haze 25%) Model# QM75C outdoor TV screens, Creston (Manufacturer) DM (DigitalMedia) Network AV encoders and decoders Model Number: DM-NVX-D360/Material Number: 6511006, and miscellaneous installation mounts, hardware, and integration services, "or equal" that meet all of the salient physical, functional, and performance characteristics outlined below.
2. SALIENT CHARACTERISTICS (EQUAL PRODUCT REQUIREMENTS)
To be determined "equal" to the brand name product, any alternative system submitted must meet or exceed the following technical and operational specifications:
2.1. Measurement Method & Scientific Rigor (Core Performance)
· Screen Size & Type: 75-inch diagonal flat panel, commercial-grade LCD display designed for continuous notification operations.
· Resolution: Flat Ultra High Definition (4K UHD) resolution to ensure crisp legibility of critical text and notification alerts.
· Screen Treatment: Integrated anti-glare coating with a minimum of 25% haze filter (Haze 25%) to preserve display readability under direct sunlight and high ambient outdoor lighting.
· Environmental & Weatherproofing: Must be fully outdoor-rated (weather-resistant with sealed casing) to protect against dust, wind, rain, and humidity typical of a coastal island environment.
2.2. Network AV Distribution & Signal Routing
· Network AV Architecture: Must include DM (DigitalMedia or equal) Network AV encoder and decoder hardware capable of high-definition video and digital audio transmission over standard IP network infrastructure.
· Low Latency: Must support low-latency real-time video streaming to prevent delays in dispatching scramble and emergency alerts.
· Physical Connectivity: Standard HDMI and Ethernet (RJ-45) input/output interfaces for integration with the existing base/unit network systems.2.3. Physical & Operational Specifications
2.3. Physical, Mounting, & Hardware Specifications
· Corrosion Resistance: All brackets, fasteners, and installation hardware must be treated or composed of corrosion-resistant materials (e.g., stainless steel, galvanized metal) to withstand salt-air degradation.
· Mounting Brackets: Heavy-duty, outdoor-rated, wind-resistant wall-mounting systems with the ability to swivel.
· Sealed Cabling: All power, signal, and Ethernet cabling must be outdoor-rated, UV-resistant, and weatherized with watertight seals and entry glands.
2.4. Technical Integration & Operational Support Services
· Professional Installation: Direct physical installation of all three (3) outdoor monitors, encoders, decoders, and mounting brackets at JBPHH. New cabling will need to be run from each monitor location to a cabinet approximately 100 feet. There is existing conduit that the cable shall be installed through.
· Post-Installation Testing: Delivery of comprehensive post-installation OPS (Operational) testing and troubleshooting sessions to calibrate signal paths, verify emergency notification display triggers, and resolve network/AV distribution anomalies.
3. SUBMITTAL REQUIREMENTS FOR "OR EQUAL" PROPOSALS
Contractors proposing an alternative "or equal" brand/model must submit:
· Technical Specification Sheets: Manufacturer's documentation demonstrating that the proposed displays, network AV encoder/decoders, and mounting hardware meet or exceed every salient characteristic defined in Section 2.
· Environmental Ratings Proof: Official certification (e.g., IP rating) proving the outdoor weatherproofing and corrosion-resistance capabilities of the displays and hardware.
· Interoperability Assurance: Documented proof that the proposed network AV encoder/decoder system integrates seamlessly with standard digital media networks without requiring proprietary, non-standard network protocol modifications.
