Environmental Restoration
Contact the Environmental Restoration Program Manager to discuss options.
Since the site is located on an environmental restoration site that has PFAS-contaminated soil and groundwater, any soil or groundwater excavation/removal must be handled as follows:
1) Everyone doing the excavation will need to have the HAZWOPER 40-hour class and a current annual refresher certification (if initial class was over a year). Level D PPE.
2) The contractor would need to give the government all the survey coordinates (surface excavation, bottom of the excavation).
3) The soil/groundwater will need to be tested to determine if it is hazardous waste. The contractor will need to work with the Regulated Waste Program to coordinate roll-off delivery (to hold the soil until the samples come back, disposal, and the funding requirements. The roll-offs would need to remain on site, covered (rain would add weight to the soil).
4) Sampling will be done through this contract’s, not the Environmental Restoration (ER) program. Expedited sampling is recommended if possible (48 hr or 72 hr versus the 4-week
February 2024 typical wait time). The analysis that needs to be done is EPA Method SW-846 1311 for TCLP, Ignitability, Reactivity, and Corrosivity, and EPA Method 1633 for PFBA, PFPeA, PFHxA, PFHpA, PFOA, PFNA, PFDA, PFUnA, PFDoA, PFTrDA, PFTeDA, PFBS, PFPeS, PFHxS, PFHpS, PFOS, PFNS, PFDS, PFDoS, PFOSA, MeFOSA, EtFOSA, MeFOSE, EtFOSE, MeFOSAA, EtFOSAA, 4:2FTS, 6:2FTS, 8:2FTS, HFPO-DA, ADONA, 9Cl- PF3ONS, 11Cl-PF2OUdS, PFMPA, PFMBA, NFDHA, PFEESA, 3:3FTCA, 5:3FTCA, and 7:3FTCA.
