1.1 PROJECT DESCRIPTION

The Request for Proposal (RFP) provides parameters for a design-build project for renovation of a fire station in Kalvarija, Lithuania; Latitude 54°24'16.1" N, Longitude 23°13'47.0" E W (See Attachment #1-Location Map.)

The Kalvarija Fire Brigade Station was constructed in the 1950’s and has not had significant modernization or rehabilitation of the building or components since.

The facility is inadequate compared to modern day standards and the current condition hinders the response capabilities and resiliency of the Fire and Rescue Service.

The Kalvarija Fire Brigade Station is a one story building including 2 vehicle garage bays and one equipment maintenance bay, offices, team sleeping room /rest area and break room.

The roof has been replaced more recently and the exterior has been painted, but no insulation was added. The walls and roof are not insulated. The building uses coal boilers to run hot water through radiators. The heating system is out dated and the heating pipes are narrow and insufficient. The current sanitation facility is located in the heating room and includes one shower and one toilet. The sleeping room/ rest area for firemen lack dressing room and shower area. The walls have signs of mold and visible crack lines. The entrance area corridor walls have larger cracks throughout. There is a 30 cm level difference between the ceilings height of the 2 vehicle bays. Larger vehicles cannot enter the bay with the lower ceiling height.

The facility was not constructed with occupational health and safety or environmental protection in mind. The vehicle garage does not have a code compliant vehicle exhaust extraction system installed.

The project includes the following general items of work, detailed requirements are contained elsewhere in this Statement of Work:

a. Insulate exterior walls and provide insulation in the attic;

b. Replace the heating system;

c. Modify interior layout and relocate the sanitation facility;

d. Adjust the height of the lower garage door and the ceiling height to enable taller vehicles enter the garage; and

e. Provide vehicle garage exhaust extraction system.

4.0 STRUCTURAL

4.1 GENERAL

The Contractor must provide and perform structural engineering design and construction services as required to provide a complete, accessible, functional and usable project.

The primary structural effort of this project includes

a. Investigation, assessment, and renovation design work of the existing Kalvarija Fire Brigade Station. The renovation work to include but not limited to; placement of new dead loads such as insulation, structural work resulted due reconfiguration of the architectural layout, and repairs of existing structural damages.

b. The Contractor is required conduct a visual structural investigation of the existing building and document all structural system information in the report such as; the size and locations of load bearing walls, openings, columns, beams, slab, etc., existing structural damages, and deteriorations.

If required, the Contractor may perform destructive testing in order to determine certain structural characteristic of the existing building which cannot be obtained by non-destructive means. Destructive testing must be approved by the KO prior to commencement of this work. The Contractor is responsible for conducting and documenting all existing material investigations and testing as required for a code complaint design.

c. The Contractor is responsible to verify, test, and evaluate the structural capacity of the existing materials and structural elements of the structural system to accommodate the new loads and planned renovation work. Where the existing structure is damaged, deteriorated, or lacks sufficient structural strength to resist new loads, the Contractor must; identify, repair, and strengthen theses areas of the existing structural system.

d. The Contractor is required to design and construct any structural modification necessary to adjust the height of the garage door and the lower ceiling to enable taller vehicles enter the garage. Provide new structural ceiling slab and reinforcement at 30 cm higher than the existing slab to match the height of the adjacent bay. All structural elements supporting the new slab must be evaluated and reinforced as required to support the new ceiling slab. Design and construct new lintels and jambs as required for the new larger garage door.

e. The Contractor is required to design and construct any structural modification necessary to support the vehicle garage exhaust extraction system.

f. The Contractor is required to design and construct new headers, lintels, or other structural reinforcement as required to complete the proposed interior reconfiguration described in the Architectural Section. This involves gravity load and lateral load reinforcement as required for the removal of interior walls and creating new interior wall openings.

g. Repairs of existing walls are expected to be 5% of wall facade area and consist of repairing freeze/thaw, expansion/contraction or settlement damage to existing masonry walls. Repair work consists of sealing cracks, replacing masonry, replacing mortar, and repointing mortar as necessary to return the damaged areas of wall to original condition.

h. The Contractor is responsible for shoring the existing structure to maintain its local and global stability during any demolition, rehabilitation, and curing phase, as required.

i. Other elements must include but are not limited to foundations, superstructure (i.e. walls, columns and beams), roof framing, lateral load stability and diaphragm design, framing and connection of any architectural features, and support of mechanical and electrical equipment, and civil/site features.

1-Dec-20 Page 19 of 52

The contractor must have as part of his design team a licensed structural engineer per Host Nations standards. If work is being performed in a country that does not have licensed structural engineers, then engineering degrees along with extension structural design experience can be submitted to the KO for qualification verification and approval. The structural engineer’s licensure or qualifications must be submitted to the KO in the design quality control plan prior to the start of design. The Contractor’s structural engineer must be responsible for the design of any part of the building structural systems.

The structural design of the renovation work, assessment of existing structural systems, foundation, superstructure and any other structural aspects must be in accordance with the design criteria listed in this document. The superstructure of the project building and the foundation must be constructed from locally available materials.

4.2 APPLICABLE DESIGN CRITERIA

All Design, Safety in Construction, Materials, and Performance of Construction Services must be in accordance with current local or national Host Nation codes and standards. In absence of Host Nation codes, use 2018 International Existing Building Code and ASCE 7-16 for structural calculations. In case of conflicting requirements between the various elements, the more stringent criteria must govern.

Any material or construction installed by the Contractor as part of this contract that does not meet the requirements of this RFP or does not meet the applicable codes and standards must be removed and replaced at the Contractor’s expense.

Structural design methods and allowable stresses or load factors for the various structural materials must be in accordance with paragraph 1.7 of this document and the following codes/criteria:

International Existing Building Code (IEBC) 2018
