5. Reason for Authority Cited: Successful completion of this project cannot be achieved without the specification of brand name items and services. Alternative product/services are not available that are compatible with the existing quarters due to their historic nature and must follow the historic renovation requirements. a. Background:
i. Interior Distribution System: Utility Meters: The Activity's current installation wide metering system is based on a Honeywell E-MON D-MON system. Per Army Directive 2014-10 (Advanced Metering of Utilities) all utility meter information is required to be submitted to the Army Meter Data Management System (MOMS) as soon as practical. This requires the metering data to be consolidated in an installation wide system before sending to the MOMS.
ii. Supplemental Heating Systems: Baseboard Heaters: Several of the homes have existing electric baseboard heaters. Based on the exposed nature of the devices they are required to blend into the existing historic aesthetic as much as possible in order to gain State Historic Preservation Office (SHPO) approval.
b. Justification:
i. Item 1: Interior Distribution System: Utility Meter by E-mon D-mon: This project requires these components to be compatible with the JBMHH's central advanced metering system and E-MON D-MON is the only meter compatible with the existing E-MON Energy Software system currently in use by the installation. Per Army Directive 2014-10 the installation is required to provide all utility information to the Army Meter Data Management System (MOMS). This requires the use of an installation system to consolidate the information from the building meters for transfer to the MOMS.
ii. Item 2: Supplemental Heating Systems: Baseboard heaters by Runtal Radiators:
c. Impact:
This project requires that this component be provided by this manufacturer's product line to blend in with the historic architecture of the house and the aesthetics within the room. Other manufacturer models have a commercial aesthetic which is not in accordance with the historic nature of the building.
