Advanced Meter Reading System (AMRS) New Meter Specifications

1.0 New Meter Installation

- The contractor shall procure and install Air Force Civil Engineering Center’s 0AMRS compliant meters.

- The contractor shall provide the manufacturer certificate(s) of factory calibration.

- The contractor shall configure the operational parameters of newly installed meters.

- Perform firmware upgrade as needed

- Configure meter per security configuration setting sheet

2.0 Meter Installation and Testing

The contractor shall be responsible for the functional operation and performance of contractor installed meters and components to include new compliant meters, up-graded and reconfigured meters (programming only) for a period of the warranty and shall verify their performance by testing the installed meters and associated components with the Government’s Commissioning Agent or their assigned representative present. The contractor is responsible for pre-testing existing meters before up-grading or reprogramming to ensure proper operational status. The contractor shall coordinate with the government to obtain meter internet protocol (IP) addresses.

3.0 Installation Tools and Permits

The contractor shall supply all tools and equipment necessary to perform installation and commissioning tasks, and is responsible for working with the proper facility representatives in order to obtain all permits, permissions, and outages associated with the meter installations.

4.0 Installation Practices

The contractor shall ensure that all work performed under this contract is compliant with applicable base codes, and US Air Force Standards. The contractor is to follow all state and local codes and standards not limited to the NEC and NFPA rules and regulations. Facilities at each site shall provide access to all designated work places per a negotiated time table. The contractor shall adhere to the approved safety plan and industry standards.

No requirement of this contract shall supersede applicable regulations, local codes and/or standards. Any violation of such regulations and standards shall be brought to the attention of the Contracting Officer for clarification prior to proceeding with the work. If conflicts between designated applicable codes and/or standards exist, the Contracting Officer and applicable authority having jurisdiction shall determine the appropriate code to follow.

At no time shall the contractor connect non-government owned and validated technology to any Air Force network. This includes laptops, computers, USB devices, meters, etc.

5.0 Installation

The contractor or their subcontractors shall complete the installation of all hardware, firmware, interconnect wiring, and communications interfaces necessary for the complete operation of the meter installation. All device security settings must be configured prior to connecting to the Air Force network. The contractor shall perform site preparation work as necessary.

6.0 Commissioning Deliverables

Contractor shall notify the government in writing when they are ready for the AMRS PMO team to arrive and witness the meter and communications commissioning. The following deliverables must be presented to the government a minimum of fourteen (14) days prior to the PMO team arriving on site:

• Meter configuration sheet

• Screen shot capture showing device configured with required security settings

• Screen shot capture of meter ping results

• Screen shot capture of device status, phasor diagram, and polling information using meter software

• Screen shot capture of Modbus registers for all 3 phases, phase to phase voltage, amperage, and kilowatt hours using a generic Modbus tester

• Photographs of all installed devices, safety disconnects, and associated wiring

The following deliverables must be presented to the government at project closeout:

• Manufacturer’s calibration certificates for all contractor installed equipment.

• Proprietary software configuration utilities, if applicable.

7.0 AMRS Electric Meter Specifications

The AMRS Compliant Electric Meter shall meet Department of Defense cybersecurity in addition to the following requirements:

• Current Inputs:

• Nominal 5A (Class 0.2s)

• Measured Current: 50mA to 10A

• Withstand: 20A Continuous

• Poly Phase (3 voltages and 3 currents)

• Internal storage for recording 2 values or channels for 90 days, configurable using manufacturer supplied configuration software. Must support interval consumption (15 minute) and demand (15 minute block average)

• Clear and concise manufacturer’s published procedure or method for extracting the internally recorded values, register sets (buffer) or channel data via Modbus and Ethernet

• Shall support time of use recording

• Onboard Ethernet communications, base 10/100 with RJ45 connector or pigtail with receptacle connector

• Modbus/TCP communication protocol is required.

• Front display with ability to display all measured values

• Minimum of two external dry contact inputs that shall count pulses from other devices

• Minimum of one (1) external RS485 serial port

• The above requirements are for new, electric meter installations.

7.1 New Meter Installations

All new meter installations, shall be provided with voltage and current safety disconnect devices or equivalent, so that the meter assembly can be worked on safely over the life of the meter installation and not require utility outages for servicing. All new meter installations shall include the installation of new properly sized split or solid core current transformers (CTs). All new meter installations shall be connected from the meter, to a RJ45 jack in the mechanical room, to a patch panel in the communications room, and then to the Air Force switch in the communications room.

Base communication installation guidelines shall be followed at all times. The final connection to the Air Force switch may have to be perform by the base communications organization. In that event, three (3) feet of additional communications cabling shall be left for the third party to make the final connection.

7.2 AMRS Compliant Meter List

The following list of meters were evaluated, meet the AMRS meter specification and shall function within the AMRS platform.

Class “I” Meters- Service entrance of more than 800A, buildings sensitive to power quality, or buildings requiring detailed characteristic analysis.

• Electro Industries Nexus 1500+

• Schneider Electric ION 8650

• Schneider Electric PM8000

Class “II” Meters- Service entrance of 0-800A, or buildings with stable power quality.

• Electro Industries Nexus 1272

• Electro Industries Nexus 1262

• Schneider Electric PM5560

8.0 AMRS Compatible Gas Meter Specifications

AMRS compatible gas metering solutions consist of a componential system to achieve the goal of delivering gas consumption data into the AMRS. To accurately scale output pulses the contractor shall obtain building gas usage projection from system designer or base personnel, taking into account peak demand when sizing the components that are necessary as well as determining peak pulse rate as to not saturate the receiving device and risk losing captured pulse data. The various components that may be necessary include but are not limited to the following: Gas Meter, Pulse Kit, High Speed Dividing Pulse Relay, Surge Suppression Device, Accumulator, and Electric Meter with digital input availability. All exterior to interior communication links shall have surge suppression.

• Pulse kit must be able to produce a two-wire (Form A) pulse output.

• Pulse output shall be delivered to a high speed dividing pulse relay that has the capability of producing a wetting voltage if necessary.

• High speed dividing pulse relay shall provide isolated pulse outputs (Form A) that shall be delivered to an AMRS compatible electric meter.

• Gas Meters that can communicate to AMRS via the Modbus/TCP protocol may be acceptable if they can pass technical and cybersecurity evaluations directed by the AMRS PMO. At this time there are no tested or approved Modbus /TCP gas meters.

9.0 AMRS Compatible Translation Devices and Accumulators

9.1 The following devices are compatible with the AMRS platform, are consistent with the need of the existing site conditions, and have been tested and passed cybersecurity requirements:

• Advantech ADAM-6051 I/O Modbus TCP Module with firmware v5.04 B01

• Perle IOLAN SDS1P Serial to Ethernet Device Server with firmware v4.6 F1
