About this file
This is a proposal document from A-1 Orange Exterior Building Service submitted to the County of Volusia, Florida, in response to Invitation for Bid 26-B-61JJ for comprehensive window cleaning services at the Daytona Beach Ocean Center located at 101 N. Atlantic Ave., Daytona Beach, FL 32118. The procurement requires contractors to provide all labor, materials, equipment, and supervision for professional window cleaning services with emphasis on addressing saltwater-related buildup and mineral deposits inherent to the facility's coastal location. Services must be available Monday through Friday from 8:00 a.m. to 6:00 p.m., with additional availability for weekend and after-hours work. Pricing submissions are required for four hourly service rate categories based on window height (15 feet and below versus above 15 feet) and time of service (normal business hours versus evenings and weekends). A non-mandatory pre-solicitation conference was scheduled for March 26, 2026, at 11:00 a.m. on-site, with the question deadline set for April 2, 2026, at 11:59 p.m. and bids due April 16, 2026, by 3:00 p.m. through the County's eProcurement Portal. The solicitation opening occurred on April 16, 2026, at 3:01 p.m. via Microsoft Teams. The successful contractor will be awarded an initial three-year term with two optional one-year renewals subject to mutual written agreement and County Council approval, with annual price redetermination provisions for documented increases in wages, fuel, or materials.
All pricing must include labor, materials, equipment rental costs, fuel, travel, and pure water system operation utilizing Reverse Osmosis and Deionization systems producing zero parts per million Total Dissolved Solids. Award will be made to the lowest responsive and responsible bidder based on total cost, past performance (requiring three references from similar projects completed within the last three years), and contractor qualifications. A local preference of three percent applies to respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to the solicitation closing date. A-1 Orange Exterior Building Service is identified as the incumbent contractor, having submitted the lowest bid of $70,786.00 across three facilities in the July 2021 solicitation (21-B-41MC), with their Ocean Center pricing specifically totaling $8,307.00. Contractors must maintain comprehensive insurance coverage including Workers Compensation with Florida Statutory limits, Commercial General Liability insurance with $1,000,000 per occurrence and $2,000,000 general aggregate limits, and Auto Liability insurance with a combined single limit of $1,000,000, with the County named as an additional insured. Payment terms allow the County twenty business days to remit full payment on undisputed invoices.
