PROJECT OVERVIEW
This solicitation replaces solicitation 99SWC-S1684. Qualified vendors from both solicitations are considered one pool.
The State of Nevada Purchasing Division, on behalf of all governmental entities in Nevada is seeking proposals from qualified vendors to provide COVID-19 Test and vaccination site services as described in the scope of work and attachments.
The State intends to award multiple contracts in conjunction with this Request for Qualifications (RFQ), as determined in the best interests of the State. The State of Nevada, Purchasing Division shall administer contracts resulting from this RFQ. The resulting contracts are expected to be for a contract term of three years, subject to Board of Examiners approval.
This is a rolling award solicitation. The State reserves the right to accept and evaluate additional proposals for award after the initial submission deadline. The State will decide when and if additional proposals will be accepted at its discretion. All awarded contracts will have the same termination date as the first executed contract. Any contracts awarded during a successive enrollment period will be for the remaining term.
Usage of these contracts is as needed, and the State makes no guarantee of usage. This RFQ is non-exclusive and does not prevent individual Using Agencies from conducting their own solicitations for the same or similar services.
GOALS AND OBJECTIVES
In response to changing conditions, operationalize a testing site for COVID-19 anywhere in Nevada; to include all medical staff, equipment, and ancillary services such as courier to laboratory for specimen processing.
The State intends to select multiple Contractors and employ each Contractor on a case-by-case basis according to the needs of each Using Agency.
The State reserves the right to remove any Contractor from the qualified vendor list and to share the list of eligible providers with any entity it deems necessary.
This RFQ will save time and valuable, scarce resources, while avoiding duplicate solicitations being generated at similar times. This procedure follows 2 CFR Part 200 of the Uniform Administration Requirements which states: “To foster greater economy and efficiency, and in accordance with efforts to promote cost-effective use of shared services across the Federal government, the non-Federal entity is encouraged to enter into agreements where appropriate for procurement or use of common or shared goods or services.”
All procurement transactions shall be conducted in a manner to provide, to the extent possible, practical, open, and free competition.
We encourage small businesses, minority companies, veteran-owned and women-owned enterprises to apply.
SCOPE OF WORK
Contractor will provide services as described herein. Proposal should not include a line-by-line response to each SOW, but rather an acknowledgement that vendor agrees to all listed requirements.

If Vendor is unable to meet a 99SWC-S1777 Scope of Work requirement, that must be explicitly stated in Proposal response.
COST SCHEDULE
Vendor proposal shall include a Cost Proposal as a separate document.
Cost Proposal shall include a breakdown of all vendor costs for all services listed in the Scope of Work.
