About this file
This document is an Invitation for Bid (IFB) issued by the State of Utah Division of Purchasing and Division of Wildlife Resources, specifically for the Springville Fish Hatchery. The solicitation (JH21-158) seeks to procure 72 OEM Trojan UV bulbs (part #794447-ORD) to be delivered within 30 days of contract award, with the intent to replace UV light bulbs that treat water used in fish cultivation approximately every 1-1/2 years over a 5-year contract period. The bid was opened on 4/20/2021 at 11:00 AM MDT and closed on 5/4/2021 at 2:00 PM MDT, with Tank Supply Corporation ultimately awarded the contract as the low-cost responsive and responsible bidder.
The contract is structured to provide UV light bulbs for water treatment at the Springville Fish Hatchery, where 72 bulbs are needed to disinfect water and prevent fish disease. The bulbs have a 12,000-hour life expectancy, necessitating replacement every year and a half. The procurement allows for potential contract modifications to incorporate new technology or technological upgrades, and additional legislative funding may be added if provided. The bidding process required vendors to meet specific mandatory minimum requirements, including the ability to provide the exact OEM UV Trojan Bulbs and deliver them within the specified timeframe. Vendors were also required to affirm compliance with federal regulations regarding telecommunication equipment and disclose any potential conflicts of interest.
