About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Request for Quotation (RFQ) issued by the Court Services and Offender Supervision Agency (CSOSA) in Washington, DC. The amendment addresses questions about a solicitation for mobile trauma bags, clarifying requirements and quantities of medical supplies needed in each bag. The detailed table specifies minimum quantities for items such as trauma bags, wound closure bandages, gauze, first aid supplies, wipes, gloves, and emergency equipment like tourniquets and foil blankets.

The amendment extends the quote submission deadline to September 8, 2025, at 9:00 AM Eastern Daylight Time. Key clarifications include removing references to "Cintas Logo Tamper Seal" and "10 D boxes" that were previously in the solicitation. The document confirms that vendors do not need to provide interest during the pre-solicitation stage to submit a quote, and provides a comprehensive breakdown of the exact medical supplies required in each mobile trauma bag.

Amendment A00001

RFQ# 9594CS25Q0074

1. The purpose of this amendment is to respond to the questions received from interested parties regarding this Request for Quotation, amend section C of the RFQ as a result of questions received, and extend the due date for quotes.

2. The following are answers to questions received in response to RFQ 9594CS25Q0074.

Question 1.

“Do candidates have to provide interest during the pre-solicitation stage in order to provide a quote for the subject matter solicitation?”

Answer 1.

No, candidates do not need to provide interest during the pre-solicitation stage to provide a quote for this solicitation.

Questions 2.

“Vendor” is seeking clarification on a few requirements related to the mobile trauma bags per RFQ FAC250063. The way we read the requirements is that each mobile trauma requires unusually large quantity of several items. For example, we interpret the requirement is for a quantity of 20 tweezers in each bag, and another example is the requirement for 10 shears and 10 first aid instruction guides in each bag. Those are only a few examples of unusually high quantities of items in each bag. Please clarify.

Answer 2.

Section C.2.2.3 Mobile Trauma Bag has been changed. The table in Section C.2.2.2.3 identifies the required supplies for the Trauma bags is as follows.

Required Supplies and Mobile Trauma Bag

Mobile Trauma Bag Supply Minimum Quantity Minimum Size or Volume Trauma Bag, Small Empty 6 Each Wound Closure Bandage 10m/10l 1 Box (quantity of 10 per box) Hand Sanitizer Small 1 Per Trauma bag Roller Gauze, 2" Non-Ster 2 Each roll per Trauma bag Roller Gauze 4" Non-Ster 2 Each, per Trauma bag Non-Adherent Pad 2"x3"sm 1 Box (quantity of 10 per box) Bloodstopper Compress 1 Box, 1 per box Adhesive Tape 1" x 5 yd 1 Roll, per Trauma bag Ready-Rip 2" 1 Per Trauma bag Elastic Acetype Bandage 3" 1 Per Trauma bag Cold Pack, Small, 1/Box 2 Per Trauma bag Eye Wash, 1 Oz Bottle 1 Per Trauma bag Tweezer, Disp Plastic 1 Per Trauma bag EMT Utility Shears 7" 2 Per Trauma bag First Aid Guide 2 Each (per Trauma bag)

Question 3

Additionally, 10 “Cintas Logo Tamper Seal” are listed as being required content within the trauma bags. We believe that Cintas logo tamper seals are proprietary to Cintas Corp and only available to them. It seems to be an overly restrictive requirement in favor of Cintas Corp. Will a different tamper seal be acceptable? Also, the solicitation does not specify where the tamper seal should be applied.

Answer 3.

The reference to the Cintas Logo was inadvertently included in the solicitation. The reference to the Cintas Logo has been removed as reflected in the table provided for question number 2 above.

Question 4

Another requirement for the Trauma Bags is 10" D boxes". Can you please clarify what a D box is?

Answer 4.

The requirement for 10 D boxes has been removed. See the table in question number 2 above.

3 The due date for vendor quotes in response to this RFQ is hereby changed. Quotes shall be received at or prior to 9:00 AM Eastern Daylight Time on September 8, 2025. The method of submitting quotations has not changed.
