About this file
This document is a Questions and Responses (Q&A) related to a Request for Quotation (RFQ) for Media Monitoring Services issued by the Millennium Challenge Corporation (MCC).
The RFQ seeks media monitoring services, including print, broadcast, and online news coverage, particularly from MCC partner countries. MCC requires the daily distribution of 6-12 press clips covering at least 4 categories of news. MCC will manage the distribution of press clips to its staff of approximately 800 contacts. The RFQ allows for both software-as-a-service and other solutions to meet the requirements. Quotes must be submitted by July 31, 2024. The Q&A provides clarification on sample deliverables, page limits, coverage requirements, and distribution cadence. An incumbent contractor, CISION US INC., is currently providing these services under MCC Contract Number 95332419C0065.

CPA Media Monitoring Services RFQ 95332424Q0058 Questions and Responses
UNCLASSIFIED
# Question Government Response
1 Are proposals improved by the inclusion of compliant samples of the various deliverables?
Yes, samples are requested. RFQ Section L.7.5 has been updated accordingly.
2 If so, would MCC benefit from offerors being required to submit sample deliverables on a common day by a specified deadline to provide a true apples-to-apples comparison?
Samples should be submitted by the RFQ submission deadline.
Would a sample deliverable count against the 10-page limit for the technical response?
Samples are requested and will count against the page limitation.
The page limit in Section L.6. has been increased by 3 pages, from 10 to 13 pages.
Does MCC require each article found to be verified for its relevance, categorized, and ordered by a human analyst?
No but the system should be organized so that MCC can easily identify articles under top world news, MCC-related news, MCC partner country news, and international development (including global economy) news.
5 Does MCC require hosting a service archive on a secure site in addition to sending the news summary daily by email?
No.
Would MCC prefer or require tools linking media contacts cited in the News Clips Service to the Media Contacts Management System?
This would be nice to have, but it is not a requirement.
Could MCC provide a list of their partner countries?
We are primarily interested in the countries where we are currently actively working. A list of MCC’s partner countries can be found on the MCC website: Where We Work (mcc.gov). This list is updated at least yearly to reflect changes.
8 Does MCC require access to print and broadcast clips from the MCC partner countries for the media monitoring platform?
MCC requires print clips from MCC partner countries. Broadcast clips capabilities are a plus, however, are not required.
9 Does MCC require the ability to monitor non-English coverage from those partner countries for both the press clip distribution service and the DIY monitoring platform? Yes, MCC requires non-English coverage.
10 Does MCC require an English translation of coverage from those partner countries? A plus, if possible, but not necessary.

11 On what cadence does MCC require the distribution of press clips?
Weekdays? Seven days per week? Does MCC require distribution on holidays? If so, which ones?
Press clips go out 3 days a week (Monday, Wednesday, and Friday).
MCC does not require distribution on holidays.
12 Would MCC prefer a vendor who can manage the distribution of press clips to its staff?
No, MCC will distribute the press clips to staff.
13 In addition to print, broadcast, and online news sources, will MCC require access to social media sources?
Social media clips capabilities are a plus, not required.
15 In addition to broadcast (television and radio) sources, will MCC require access to podcast sources?
Podcast clips capabilities are a plus, not required.
How many press clips should be included in the daily news clips deliverable?
Approximately 6-12 daily, and MCC will manage and distribute the press clips. Section C.4. Task has been updated with this additional specification.
How many topics of interest should be included in the daily news clips deliverable?
At least 4; top world news, MCC-related news, MCC partner country news, and international development (including global economy) news.
19 How many MCC personnel will receive the daily news clips? The MCC staff email includes around 800 contacts.
20 Is it correct to read this as the program office is seeking 5 licenses to a software-as-a-service cloud-based tool (Cision or equivalent) that agency-affiliated personnel can use to set up daily reports, run searches and analysis, look up press contacts, issue and track press releases – essentially facilitate their daily tasks?
Software-as-a-service is one way to meet this RFQ, however MCC will consider all solutions presented to meet the requirements.
21 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
CISION US INC., MCC Contract Number: 95332419C0065
