SECTION C

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Office of Congressional and Public Affairs - Media Monitoring Services

C.1 INTRODUCTION

The Millennium Challenge Corporation (MCC) is an innovative and independent U.S. foreign aid agency that is helping lead the fight against global poverty. Created by the U.S. Congress in January 2004 with strong bipartisan support, MCC is changing the conversation on how best to deliver smart U.S. foreign assistance by focusing on good policies, country ownership, and results. For more information on the MCC, please visit www.mcc.gov. MCC is based on the principle that aid is most effective in countries that promote good governance, economic freedom, and investments in people.

Key MCC operating principles relating to the award of grants include emphasis on economic impact, reward for performance, partnership with recipient countries, and focus on results. Eligible countries are invited to develop and submit grant proposals to MCC for consideration. MCC will seek to enter into a Compact for assistance with those countries that submit quality proposals for poverty reduction through economic growth.

All proposed projects and activities are subjected to MCC's comprehensive project appraisal process prior to approval of a Compact, including the requirement for an environmental and social review. Once a Compact is signed and has entered into force, MCC continues to conduct reviews, analyses and assessments in consultation with the host country accountable entity and it's implementing partners on an as-needed basis to carry out post-Compact oversight responsibilities.

The contractor shall provide media monitoring services, and a news clips service to ensure that MCC staff can quickly access critical and current news and media involving MCC, MCC's partner countries, key stakeholders and Congress.

C.2 SCOPE

The contractor shall provide services for regional, national and global media contact and monitoring on a reliable system, including a regularly updated reporter database (with reporter contact info), media monitoring including keyword search reports, daily distribution of relevant press clips to staff, and media analysis to measure effectiveness of public relations campaigns.

The contractor shall keep MCC abreast of the drivers affecting the agency's reputation and brand by providing metrics for MCC. A contractor that has the capability to monitor press coverage in local media markets in the countries in which MCC works is strongly preferred. The contractor shall also provide services that will make MCC aware of potential crisis situations, allowing for quicker and more effective decision-making.

C.3 OBJECTIVES

MCC requires the contractor to:

• Streamline media contact acquisition and management;

• Provide a distribution path for press releases and other media outreach;

•Allow for quick analysis of press coverage and any press deliverables sent through the system;

• Facilitate and optimize press clip gathering and distribution on a daily basis.

C.4 TASKS

The contractor shall:

• Provide a regularly updated (quarterly) web-based media contacts database, capable of segmentation into topical, regional and other lists (this would include the ability to create lists and records using user-defined fields);

•Create a product capable of sending press releases to user-defined lists;

• Provide a database that would allow tracking of media interactions;

• Provide reporting functions that would allow for analysis of press release and other campaign performance;

• Provide a robust media monitoring function, including of media markets in MCC partner countries, searching all major print, broadcast, and online news outlets.

• Provide a reliable functional system to distribute approximately 6 -12 regular press clips to staff, as well as, provide tools to be used by MCC Staff for analysis of coverage.
