2.0 Objectives/Scope
2.1 Background
The Federal Election Commission (FEC) is an independent regulatory agency responsible for administering, enforcing, defending and interpreting the Federal Election Campaign Act of 1971, as amended. Congress created the FEC to administer, enforce and formulate policy with respect to the FECA. The Act reflects a belief that democracy works best when voters can make informed decisions in the political process—decisions based in part on knowing the sources of financial support for federal candidates, political party committees and other political committees. Public confidence in the political process also depends on the knowledge that participants in federal elections follow clear and well-defined rules and face consequences for non-compliance. Under the Act, all federal political committees, including the committees of presidential, Senate and House candidates, must file reports of receipts and disbursements. The FEC makes disclosure reports, and the data contained in them, available to the public through the Commission’s internet-based public disclosure system on the Commission’s website, as well as in a public records office at the Commission's Washington, D.C. headquarters.
The FEC is seeking to award a firm-fixed price contract to a qualified, experienced vendor/contractor to operate, maintain and update its audio/visual systems. The contractor will be responsible for completing all tasks necessary for refreshing or completely updating the audio/visuals in FEC’s huddle rooms, break rooms, conference rooms (small, medium, large and extra-large), and training rooms. The objective is to provide reliable hybrid meeting capability, improve user experience, and ensure secure, centrally managed AV systems. In addition, the FEC requires replacement of (11) TV displays in common areas and an upgrade to its digital signage system.
2.2 Objectives
a. Upgrade all rooms to deliver consistent, user-friendly, and secure collaboration experiences aligned with the Agency’s Microsoft 365 GCC environment.
b. Ensure every room supports hybrid meetings, allowing seamless participation from onsite and remote users. This also ensures that speakers and cameras located in conference rooms, huddle rooms, and training rooms function regardless of platform.
c. Ensure all rooms follow a uniform workflow for starting meetings, sharing content, and connecting laptops.
d. Provide a one-cable laptop connection (preferably USB-C) for video/audio/camera access to include charging.
e. Provide telephone service in each room using the Agency’s Microsoft M365 GCC Teams subscription routing calls through in-room speakers.
f. Deploy user-friendly, plug-and-play AV solution that avoids reliance on a dedicated in-room computer and allows for quick participation to commercially supported platforms like Teams, Zoom, Google Meet, Cisco Webex, etc sessions through BYOD. Any equipment housed in a credenza, console, or similar enclosure must include proper ventilation to ensure safe and reliable operation.
g. Replace existing TV displays in the (11) conference rooms, (2) training rooms,
(7) huddles rooms, (4) break rooms and (11) common areas with modern, industry-standard displays that are up-to-date and support secure centralized management. Displays must support the installation of security and firmware updates.
h. Replace existing digital signage system that integrates with proposed AV solution.
i. Replace existing meeting room scheduling displays located outside of the meeting and training rooms.
j. Distribute internal FEC generated information to at a minimum, common areas and conference rooms.
Hardware specific ecosystems are not required unless needed to effectuate operations.
k. Implement centralized remote monitoring, management, and patching for all deployed AV components.
l. Remove existing AV equipment and store in an FEC-designated location.
m. All removed equipment must be thoroughly inventoried. The inventory should include the make, model, serial number, and room number from which each item was removed.
n. Provide annual support, including troubleshooting and at least two onsite preventative maintenance visits.
o. All proposed equipment must include a manufacturer/vendor warranty and ongoing support services.
p. Basic room instructions should fit on a single quick start card for end users.
q. Ensure proposed equipment is built on widely used industry standards to ensure cross vendor compatibility, avoiding a solution that locks the Agency into long-term proprietary dependencies.
r. Contractors should strive to develop the least complex most efficient solution that meet function requirements.
2.3 Scope
The Federal Election Commission (FEC) seeks to modernize and standardize its audio-visual infrastructure across (11) conference rooms, (2) training rooms, and (7) huddle rooms. The objective is to provide reliable hybrid meeting capability, improve user experience, and ensure secure, centrally managed AV systems. In addition, the FEC requires replacement of (11) TV displays in common areas and an upgrade to its digital signage system. The AV inventory (see Section D) serves as the current baseline for room counts, equipment types, and current solution approach.
The following 3 sections of the SOO identify the technical desired outcomes, contractor capabilities and administrative components of the requirement:
Desired outcomes that define the expected results for the objectives identified (Section 3).
Contractor requirements that define the capabilities and experience necessary to achieve the desired outcomes identified tasks in Section3 (Section 4).
Invoicing Instructions and Other/Administrative requirements such as FAR clauses etc. that are more contract-orientated as opposed to requirement focused (Section 5).
3.0 Desired Outcomes
a. Modern, uniform collaboration capabilities across all meeting and training spaces.
b. Significant reduction in user support needs due to intuitive room systems and interoperability across major meeting platforms.
c. Improved system reliability, uptime, and maintainability through remote management and standardization.
d. Secure AV infrastructure aligned with FEC IT policies and capable of ongoing updates and patching.
e. Enhanced meeting experience with improved audio, video, and presentation quality.
f. Accurate documentation, training, and knowledge transfer to support continued operations.
g. Avoid unnecessary custom programming; no custom control pages unless absolutely necessary;
configuration over customization; repeatable, modular design.
h. Implement standard room template for room size (small/medium/large) with consistent equipment and layout.
i. Eliminate or limit reliance on proprietary drivers, scripts, or special control pages.
j. Follow basic cabling best practices:
a. Use certified cabling
b. Avoid long, cheap cables that break Plug n Play
c. Keep wiring consistent
d. Avoid patchwork or ad-hoc terminations.
k. Provide clear documentation of room operations and support along with standardized diagrams/cable maps, and train Agency OCIO staff how to maintain system without specialized vendor assistance.
4.0 Operational/Contractor Requirements
Contractors must demonstrate:
Proven experience deploying AV solutions to work with commercially supported platforms noting the
