Mobile A/V Solution
NTSB Mobile A/V Production System Questions & Answers
9531BM24R0015 A003
1. What are the labor requirements for each category? Are these supposed to be event based?
The overall requirements are described in Section C – Statement of Work. The NTSB plans to utilize the various labor categories listed in the RFP to execute the work as described in the SOW. For each event a separate task order specific to that event will be issued, with its own SOW describing in detail the work required to execute that event.
2. How many events shall be there in a year?
Please see Section M.2.6 – Price. As stated in Section M, the NTSB is assuming that six (6) off-site events will be held per year. However, the NTSB cannot definitively state how many events will be held per year, which is why the intent is to issue an Indefinite-Delivery/Indefinite Quantity (IDIQ) type contract. Events in the NTSBCC will vary but are currently estimated at 24 per year. Not all events at the NTSBBC will require contractor support. It will be dependent on the complexity and exposure of the event.
3. What states are expected to be included in SOW?
Please see Section C.2 – Scope of Work. Contractor shall be expected to product events at various locations across the United States. The location of accidents cannot be predicted ahead of time; therefore, Offerors should assume that an event can take place anywhere across the CONUS.
4. Will the labor be required to travel along with the mobile AV system, or will the Government take care of mobilization of AV equipment?
Please see Section C.7 – “Support services may be required at various locations across the United States and, therefore, contractor travel may be required.”
5. How does the Government want the contractor to price lodging for the crew?
Please see Section G.3 Travel and Per Diem. The contract will include a not-to-exceed allocation for travel and per diem, and Contractor’s expenses will reimbursed in accordance with the Federal Acquisition Regulation (FAR) and the Federal Travel Regulations (FTR) in effect at the time of the travel.
6. Can the Government provide a list of required materials?
There is no list of required materials. The NTSB is relying on the Contractor’s technical expertise to design the system based on the information provided in the SOW.
7. In our solution for off-site location events, can we provide options to rent equipment (PA speakers, large monitors) from local providers as opposed to packing and shipping items?
Yes, we are looking for the best solution with considerations on efficiency, staffing and affordability. However, be sure to propose a compete system for the NTSBCC site.
8. Section 2.1.7 – Can we propose using software other than Microsoft Teams and/or Zoom?
No, our agency uses these apps daily. You may recommend software that integrates with Teams and Zoom but cannot require the end user to change their use patterns in them.
9. Section 2.1.10 Assisted Listening – 3.
a. What is the current Assisted Listening Device service / equipment (Model #) that
NTSB provides for its in-person audience?
The current assisted listening system is no longer operational.
The system was: Williams Sound Part No: CHG 518 S/N: A1832
b. How many people does the assisted listening system need to support?
5 people
10. Section 2.1.1 Audio Production – will the tablet and/or laptop be provided by NTSB or is the contractor responsible for purchasing and turning it over to NTSB?
The contractor will be responsible for all equipment associated with their proposed system, including laptops and/or PCs.
11. Will NTSB staff take over running equipment in Conference Center? If so, after how many onsite events?
It will depend on staffing availability, ease of use, and the scope of the event. We expect that as NTSB staff become more comfortable with the system, they will rely less on contractor support at the NTSBCC. However, large events are likely to require some on-site contractor support. The CORs will determine the needs for each event.
12. Can a blueprint be provided showing accurate measurements of the room to supplement the existing diagram currently in the RFP?
We do not have a floor plan available. Please see Attachment 1 - Finish Plan.
13. At the task order level, what is the expected response time to be onsite for the NTSBCC location and the field locations for board meetings, hearings, forums, etc.
Task orders will be issued as soon as the need for services is identified. To date we usually have about 5-6 weeks to prepare for an off-site event. For events inside the conference center 2-3 weeks is typical. For maintenance and troubleshooting issues we expect a 24-hour response time.
14. Are any of the events requiring Task 2 support expected to have emergency response times met such as those associated with? If so, what are those timeframes?
No.
15. On average, how many production staff have supported events held by NTSB over the last two years?
Anywhere between 2-10 staff members depending on the scope and complexity of the event.
16. How has power been provided by NTSB for production equipment at field sites outside of NTSBCC location?
We have rented generators in some locations. For others, we have used the power provided by the venue.
17. What shipping carriers have been used for equipment shipping/logistics in the past?
None, this is a new requirement and we have not shipped equipment to off-site events in the past.
18. What is the expectation of time to turnover video production files?
24-48 hours.
19. How many assisted listening devices will be needed for each production event and respective audience members with hearing impairments?
See response to question 9(b)
20. Will the equipment, while at the DC NTSBCC site, always be set up or will it need to be set up before each scheduled event there?
The equipment will serve as the house system inside the NTSBCC. It will be set up until an off-site event is triggered.
21. What were the NTSBs biggest constraints (project, equipment, staffing, cost, etc) with past event production and maintenance support both at the Conference Center site and at field sites?
Budget, equipment, and staffing.
22. Are there any reporting requirements under the IDIQ (service records, inventory listings, pm inspection records, and/or quality assessments with NTSB)?
• Contractor shall provide final documentation including custom programming codes, wiring diagrams, manuals, rack elevations, equipment specifications, and warranty information associated with the equipment installed (See Section C.4 – Deliverables)
• The Contractor shall perform one (2) preventive maintenance visits per year (See Section C.3.3)
23. Can the Government provide all NTSBCC system as built drawings and rack elevations?
Yes, please see Attachments.
24. Does the Government have an existing inventory list of the equipment installed in the Conference Center?
Yes, please see Attachment 5 – NTSB Boardroom Equipment List & Warranty Summary.
25. Can the Government provide measurements of the new control room space?
• W- 19 ft 9 inches
• L- 17 ft 1 inch
• H- 18ft 5 inches
26. Can the NTSB provide the confirmed 2024-2025 general meeting calendar in which the mobile production support is anticipated for utilization?
We have estimated 6 off-site events. Our on-site events average about 2 per month (24 per year). We are an agency that responds to accidents and incidents hence we cannot predict a schedule in advance. The COR will notify the contractor when they are needed with details about the requirement, location, and timelines. The contractor will not be required for all events.
27. Post award, will the equipment installation and training be the first task order? If so, what will be the performance period for the conference center installation and training?
Yes, the NTSB intends to issue a task order at or around the same time as the IDIQ award for Task 1 as described in Section 3.1 of the SOW (reference Section G.1.3 of the RFP). The period of performance is TBD, but for planning purposes, Offerors may assume six (6) months.
28. How many people will require training?
3-5 NTSB staff.
29. Are security clearances required for site access? If so, how long does this typically take with NTSB security office?
Security clearances are not required for contractor staff.
30. Can the NTSB provide sample rental equipment lists that have been acquired for previous offsite events?
The NTSB cannot release a Contractor’s means and methods or other proprietary information. The Sample Task Order SOW is provided so that Offerors understand what the NTSB’s minimum requirements are for off-site events.
31. Will NTSB permit incremental invoicing for travel and shipping expenses as incurred? This will tremendously help keep cash flow fluid for small business interests.
While the NTSB anticipates off-site events occurring within 30-60 days of task order issuance, and billing to occur after NTSB receipt and acceptance of completion of services described in that task order, the NTSB will work with the awardee to arrive at a billing schedule for each task order that is fair and reasonable.
32. What is the Government’s expectation of time to turnover video production files after events?
24-48 hours
33. What is the current file handover process?
Flash drive.
34. For Task 1 are we able to offer optional pricing for different scenarios No. Offerors are instructed to submit their best & final solutions in their proposals.
35. How many assisted listening devices should we plan to estimate?
See response to question 9(b)
36. Should the DSan timer lights currently owned be integrated, or a new replacement system be estimated?
The Dsan timers can be integrated. They are Bluetooth and can be used with any configurations regardless of the system design.
37. Should the system have 2-way stream capability (for interactive Zoom / Teams)?
Yes
38. Can you provide a current equipment list for possible integration?
Yes, please see Attachment 5 – NTSB Boardroom Equipment List & Warranty Summary.
39. Can you provide a rack drawing for in the booth?
Yes, see Attachments 2 and 3.
40. Can you provide reflective ceiling plans?
No
41. Do you have a furniture and floorplan available for each scenario? (board meeting, hearing, U-shape, panel, etc.)
Yes, please see Attachment 4 – Board Event Setup. Please note that these setups are subject to change and there are no measurements included. Also note that the number of participants is subject to change.
42. You mention being able to control through PC or tablet, should we include those items in the estimate?
Yes.
43. Does NTSB need training on only how to operate the system (manage themselves) or training on the functions and capabilities of the system?
Operation only, we will rely on the contractor to assist us with capabilities and design changes if the need arises.
44. Is NTSB just seeking bottom-line numbers for Task 1, Task 2, and Task 3 based on Quantity/Unit of 1?
Offerors are instructed to provide a firm fixed price for Task 1, including a price breakout detailing the price of each piece of proposed equipment as well as the labor categories, rates, and quantities of hours that make up the price of labor (see Section L.8.1 of the RFP). No fixed price is required for Task 2 – Event Production Support Services. Task orders for event production support services shall be issued using the labor rates entered into the Section B Price Charts. For Task 3, Offerors are asked to propose a firm fixed price for each ordering period for any maintenance agreements and technical support services.
45. If the Offeror chooses to provide multiple solution/price options for any of the three Tasks, would that be presented in Cell 20 as ALT Task X pricing and detailed elsewhere?
See response to Question 34. Offerors are instructed to submit their best & final solutions in their proposals.
46. When will NTSB announce their vendor selection?
The NTSB intends to issue the contract award no later than September 30, 2024.
Unsuccessful offerors will be notified once the contract has been awarded.
47. Will the NTSB consider breaking this out into two separate requirements? One benefit of separating the two is that you could start with the NTSBCC upgrade. Once that is fully realized, with any changes that might occur as it is being fully developed, now you have a more exact template for soliciting the mobile system. And since the mobile system doesn't have to have any fixed installation, it could be put together rather quickly after any NTSBCC upgrade. Thus, it would be delivered to the end customer quickly.
No, this requirement will not be separated into two separate procurements. The Government reserves the right to define its own requirements.
48. Will you be looking for us to outfit new projection screens at the NTSB and if so, will those be portable to take on the road?
Yes, and contractors may consider renting necessary items at the event site. However, we will still need to outfit new projection at the NTSBCC site.
49. What’s the video resolution?
The system shall produce a final video production file with at least 1080p resolution at 29.97 frames per second or better.
50. Will it be your staff operating all of the equipment and just our engineers on-site to set it up for them and show them how to use the gear?
See Section 2.0 Scope of Work of Section C – SOW. The Contractor shall perform professional event production services, which includes operation of the system as required.
51. When will the first event be?
It depends on the arrival and installation of the system.
52. How many Mics and or audio sources will need to be utilized at any given time?
• 25-30 mics for largest meeting
• 2 press feeds
• Any other audio feeds deemed necessary to meet the goals of the sample SOW and the system needs in Task 1.
53. Will technical staff need to have government clearance? If so, what level?
See Question 29.
54. How many events do they anticipate needing support for annually?
See Question 2.
55. Is the government willing to entertain recommendations regarding equipment, suggestions on how to make the mobile unit more efficient than what is suggested in the SOW.
Yes.
56. What is the max number of cameras used at an event of 150 – 200 people?
We use a maximum of 6 cameras to cover staff, witnesses, Board members and other presenters on stage. The audience (150-200) only need to see the PGM view inside the event space.
57. What level of training is the government expecting? i.e. Will the government representative have any audio-visual background?
Yes, the representatives have some A/V background. They are currently responsible for operating in the NTSBCC. We are looking for them to be able to operate the new system, but they will not be making design/integration changes without the contractor's input.
58. How many NTSB employees will need training? Will the in-house team remain the same for all activations?
In-house will remain the same provided those staff members remain in their roles at the agency. 3-5 employees will require training.
59. Are all the current A/V setup/equipment at HQ fully tested and operational?
No, but there is potential for re-using some elements at the contractor's discretion. The equipment list will detail the age and warranty status of the relevant items currently in the room.
60. Can you provide the current contract number?
This is a new requirement; there is no current contract number.
61. What is the current annual contract value?
N/A
62. Since this would require some level of collaboration with the government during the pre-design phase of the build will it be the intention of NTSB to conduct a post award design session?
Yes, the contractor shall receive system design approval from the COR after the contract has been awarded, but prior to purchasing and installing the equipment. A kickoff meeting will be held within two weeks of IDIQ award at which point the system specs will be finalized and approved.
63. Is the contractor responsible for transportation to move audio-visual mobile unit?
Yes, the SOW states that the Contractor’s responsibilities include shipping of the equipment when necessary.
64. Will this contract be a FFP or will it be a mixture of FFP and Task Order?
See Section B.3 - The Government’s intent is to issue a hybrid firm fixed-price/labor-hour/time & materials IDIQ. Task orders may be issued using the hourly labor rates as outlined in the Section B Price Chart, as well as on a firm fixed price basis.
