5. through 8. below.

Question 1a) As per requirement all vehicles must not older than 5 years - if any vehicle becomes older than 5 years during the time of contract (after award) then the contractor needs to change the vehicle?

USAGM response: Yes, that is correct, to clarify, the contract section is amended to read as follows:

C.1.4.1 Sizes, Age & Types – The Contractor shall provide vehicles appropriate for passenger transport and sized for the number of expected passengers, and vehicles that do not exceed 5 years age or 100,000 kilometers. The Contracting Officer’s Representative (COR) reserves the right to inspect vehicle condition at 100,000 kilometers. If it is determined the vehicle remains safe, roadworthy, and reliable the COR may allow continuing use of the vehicle up to a maximum age of 5 years. Vehicles must be replaced at the maximum age of 5 years. The Contractor shall also supply sufficient equipment to provide uninterrupted service under this contract and to furnish replacement vehicles. The Contractor may propose to the COR alternatives in size, style, and type of their vehicle fleet maximizing efficiency or to further cost savings, provided that all such vehicle adjustments meet the requirements of this contract and do not cause discomfort to the number passengers due to reduction in their size or the change in style or arrangement of seating.

Question 1b) Vehicle Registration documents are required to submit at the time of bid or after the award?

USAGM response: In their proposal the offeror is required to specify the make, model, and specification of the vehicles they intend to provide. The successful offeror must provide current registration and proof of insurance for all vehicles, and the vehicles must be inspected and accepted by the COR prior to placing them in service in the performance of this contract.

Question 2. In RFP document page no 5, section-B Supplies or Services and Prices/Costs, it has been mentioned “USD/Baht fluctuation NTE 2000.00”, kindly explain it in detail.

USAGM response: This Contract line item is for use of the Government only to address changes in the USD/Baht exchange rate, it has no effect on the contract terms and conditions and need not be addressed by offerors.

Question 3. Due to some urgent work, if a vehicle makes a full trip (BKK to Ayutthaya and Ayutthaya to BKK) twice in a day; in that case what will be the payment option?

USAGM response: To address this question, the contract sections are amended to read as follows:

C.1.1, 2nd Paragraph.

The contract contains certain ordering provisions by which the Contracting Officer or his/her representative may require additional amounts of service for temporary additional daily requirements or for specified periods of time. Examples of these services would include but not be limited to procurement trips within the local area such as purchasing trips, mail runs, or other locations near the station. The Contractor shall be reimbursed the actual reasonable cost of these temporary additional services based on the per kilometer fixed rate established in B.2, not to exceed 5,000 kilometers annually. Any temporary additional services that may exceed 5,000 kilometers, the not to exceed amount, requires prior written approval by the USAGM Contracting Officer. All round trips to/from Bangkok, such as to the U.S. Embassy, the airport, hotels, meetings with Thai Officials, or equivalent shall be charged against the per trip rate specified for Vehicle #2.

C.1.2.3, SCHEDULES. The contractor shall maintain driver schedules. Standard Services are provided Monday – Friday, excluding U.S. Embassy approved holidays (ref. J.2), as provided below. The COR shall provide to the contractor anticipated requirements for Vehicle #2 the week prior to providing the services:

Question 4. What is MO 12 in the Qty section?

USAGM response: Units of Issue for the pricing schedule are as follows: MO = Per Month; Trip = Round trip between the station and BKK; KM = Kilometers driven.

Question 5. The drivers qualification mentions that they should be capable to take TOEC test with 400+ score.

USAGM Response: Our Drivers can speak and understand English. Can we have a Supervisor who can speak fluent English and available 24 hours x 365 days who will provide instructions to the drivers and take the TOEC test? Answer: Per section C.1.2.1., the Supervisor is required to be able to score a 600 on a standard TOEIC test. This is to ensure that person is capable of discussing high-level contract matters with the COR and Contracting Officer. Per C.2.4.1.4), the drivers are only required to attain a score of 400. This is to ensure they can accommodate basic communications with English speaking passengers during actual trips.

The TOEIC standard is as follows:

English Language Qualification Requirement Listening & Reading Combined Score Range Required

LEVEL 1 Rudimentary Knowledge 250-399 LEVEL 2 Limited Knowledge 400-599 LEVEL 3 Good Working Knowledge 600-854 LEVEL 4 Fluent 855-899 LEVEL 5 Professional Translator/Interpreter or Equivalent Equivalent to 900 plus

Standard Service Times (subject to change) FREQUENCY Passenger Seating

Vehicle #1 7:30AM – 4:00PM Monday - Friday 6 Vehicle #2 7:00AM – 5:00PM 3 trips/week (est.) 3
