About this file

This amendment to solicitation 951700-20-R-0011 provides responses to vendor questions following a site visit. The U.S. Agency for Global Media seeks a firm-fixed price contract for facilities maintenance support services at its Philippines Transmitting Station. Services include electrician work, air conditioning maintenance and repair, real property upkeep, warehouse support, switchboard operation, and vehicle/equipment servicing. The contractor must comply with all legal requirements and performance standards. Supplies and materials will be government-furnished. Temporary additional services involve standard duties performed outside normal hours for emergencies or special events. The amendment answers vendor questions on incumbent details, work records, deferred maintenance, cafeteria use, and certification responsibilities.

USAGM RFP 951700-20-R-0011

Continuation Sheet to SF 30 Block 14

Subject: Amendment P0003 to RFP 951700-20-R-0011 Facilities Maintenance Services.

Please note that the Government did not respond to questions received after the deadline provided in Amendment P0002 to the RFP, which was Thursday June 18, 2020, 12:00 Noon EDT. The following questions after the site visit were received from offerors, and answers are provided by the Government:

1. Who is the Incumbent Contractor?

Government Response: Not provided, this information is not considered relevant to the Offerors abilities to prepare a valid proposal.

2. What is the current contract value?

Government Response: Not provided, this information is not considered relevant to the Offerors abilities to prepare a valid proposal.

3. Can the USG provide current work force requirements by functional activity (i.e. Electrical, HVAC, warehousing, equipment repair etc.) to ensure we are adequately taking into account the entire facility?

Government Response: The Government did not give any minimum manning suggestions but rather leaves manning determinations up to the offeror’s assessment of requirements given in the RFP Statement of Work.

4. Is the contractor required to have a business license to operate in the Philippines to perform this work? Is this work covered under the VFA?

Government Response: Yes, this is covered in the solicitation, Section 1, 1.14.3 Permits. The VFA does not apply to USAGM Philippines Transmitting Station.

5. Is there a log or indication of the amount of job orders/events over the last 12-18 months of standard repairs that have been conducted (replacing light switches, or fixtures, AIRCON failures, AIRCON gas recharges)?

Government Response: No detailed logs are available for dissemination.

6. Is there a log of the amount of major damage repairs in the last 12-18 months as a result of events such as Typhoons, flooding etc.?

Government Response: Philippines Transmitting Station hasn’t had any major damages caused by Typhoons or flooding for the period of time cited.

7. Is there any current deferred maintenance or repairs pending? (replacing any roofs, walls, etc.?)

Government Response: There are several deferred maintenance tasks due to either funding availability or as a result of Stay at Home restriction brought on by COVID-19.

8. As the cafeteria is currently closed, are contractor staff expected to depart the facility to eat or are they allowed to eat on site?

Government Response: Contractor staff are allowed to eat on site.

9. As site visits are continuing to be conducted through the 19th (our next visit) and answers not anticipated to be returned until the 22d of June, it would be incredibly difficult to complete our proposal in the remaining time by the 25th. Would the USG consider extending the submission date to permit all contractors adequate time to finalize their visits and include that input in their proposals?

Government Response: The due date for submission of proposals remains unchanged, it is Thursday, June 25, 2020, 12:00 Noon EDT.
