1) Section 3, is amended to read as follows:

USAGM anticipates a site visit if the current situation involving the Coronavirus (COVID-19) restrictions in the Philippines allows. The site visit will be scheduled by the COR, anticipated date for the site visit is Tuesday, June 09, 2020. This date is subject to change due to COVID-19 and ECQ restrictions that may be in place at the time, any changes will be provided via an amendment to the solicitation. The site visit will be held at the U.S. Agency for Global Media Philippines Transmitting Station, Philippines. Prospective offerors should contact Mr. Derek L.

The following is current COVID-19 guidance from the Acting Station Manager/COR:

The Philippines is in various steps to transition from ECQ (Luzon wide, pre 15 May) to Modified ECQ

(Manila thru 31 May) or to GCQ (Tarlac area including USAGM). Many restrictions have been lifted for businesses in certain Sectors provided they have suitable safety protocols, See attached “0513 IATF

Transition from ECQ”. In anticipation of approval to proceed, all interested parties and/or prospective offerors wishing to attend the Janitorial Services site visit scheduled on 09 June, 2020 please be advised:

Due to CDC and GOP requirements with regard to Social Gathering Limitations, we must ensure that the

Site Visits adhere to these restrictions. As such, Offerors, please forward the name and Title/Position of

1, but no more than 2, personnel who will be attending the site visit no later than 4:00 PM Friday June

05, 2020. (Note: Philippine station time is calculated as GMT + 8 hours) Depending on the aggregate number of attendees, site visits will be assigned to keep the group levels at or below 10, of which, 2 will be reserved for station personnel leading the tours. The times and groups will be first come first serve and, depending on the numbers, may include any flexibility allowable if a certain time is preferred.

Attendees will be informed of the assigned Site Visit Time slot, 08 June 2020 via email. No site access will be given if attendees arrive otherwise.

(c) When the Department of State grants administrative leave to its Government employees, assigned contractor personnel in Government facilities shall also be dismissed. 12. Reference paragraph 1.11.2.8, Personnel Security, if incumbent employees are hired from the existing workforce does this apply.

Answer:

Yes, these are necessary documents needed to be maintained by the contractor for all employees throughout the duration of the contract. The government cannot guarantee that any incumbent employees will automatically be afforded follow-on clearances when transitioning from one contractor to another. All will need appropriate vetting for their clearance and subsequent badging for station access.

13. Current COVID-19 related travel restrictions make it impossible for our operations personnel to attend the site visit scheduled for 19 May 2020. Would the government please consider pushing the site visit by two weeks (2 June 2020) when it is expected that travel restrictions will have been lifted — and extending the proposal due date by two weeks as well (18 June 2020)?

Answer:

Based on the current COVID-19 situation and taking into consideration guidance from the U.S.

Embassy, Philippines, the Site Visit is being rescheduled to June 09, 2020, and the Proposal Due Date revised to June 18, 2020. Please see Section 3, SOLICITATION PROVISIONS, Clause 52.237- 1, SITE VISIT (APR 1984) as revised by this amendment. Note that due to COVID-19 restrictions the timeline for this solicitation and award may be subject to further change.

Virtual site visit photos/movies are also in development for substitution of the actual visit in the case that the site visit must be cancelled.

With Metro Manila remaining in ECQ as of the date of this amendment, prospective offerors who plan to attend the site visit should consider avoiding travel through Manila, and using Clark

International Airport, code CRK. Clark International Airport is the closest airport to the station and it is currently understood will be in the GCQ area of Region III, Central Luzon during the scheduled visit.

Prospective offerors should expect to comply with precautionary steps requiring social distancing rules, face mask usage and other possible restrictions. Prospective offerors who plan to participate in the site visit are advised to request up to date information on actual restrictions and rules when you contact the Acting Station Manager per the RFP to confirm your plan to attend and to arrange entry to the site.

14. Reference solicitation page 34, Section 3, A.2, (3), Can the government please confirm that the requirement is for bidders to list clients over the past five years that demonstrate prior relevant experience, and this is not a requirement to list all clients over the past five years?

The Government requests a list of clients over the past five years as past performance references that demonstrate prior relevant experience, this is not a requirement to list all clients over the past five years.

15. Since the contract will be awarded in U.S. dollars and the contractor will potentially need to pay local costs and employees in pesos, would the Government consider adding a CLIN to allow for adjustments based on currency fluctuations?

Answer:

The Government will not add a CLIN for exchange rate adjustments. If the contract is awarded to a U.S. Contractor that meets the definition of a U.S. Firm as defined in Section 1.3 of the RFP, it can be paid in U.S. Dollars. If the contract is awarded to a local contractor, it will paid in local currency.

16. Will a conference call be scheduled to discuss in depth details of the project?

Answer:

A conference call will not be scheduled, please see Section 3, SOLICITATION PROVISIONS, Clause 52.237-1, SITE VISIT, as revised by this amendment for allowable methods of obtaining additional details about this requirement through site visit if conditions related to the COVID-19 situation permit, and submittal of questions.
