QUESTIONS AND ANSWERS
1. What is the approved or anticipated budget for this contract?
FMCS cannot provide this information.
2. Is this a new requirement or is there an incumbent? If there is an incumbent, please share any relevant contract information.
FMCS currently has an LMS; however, this is a new requirement so there is no relevant contract information to provide.
3. Can you please list out the security requirements for the LMS?
See Table 1 Technical Requirements and Section 5.6 of the Statement of Work.
4. Does the LMS require FedRamp, if so, what level?
See Table 1 Technical Requirements, TR3.
5. What are the anticipated number of users for the LMS per year?
No more than 240.
6. Should the pricing be based on annual subscription or flat annual rate?
Flat annual rate.
7. What is the go live date for the LMS to be ready for use?
October 1 would be the ideal go live date but understanding that a transition period is going to be needed a November 1 date would work as well.
8. Under the Background section 2 of the statement of work:
In 2015, the Education and Training (E&T) Department initiated a contract with a vendor to host an online training system that would register employees, develop, deliver, monitor, and create reports.
Can you please share the solicitation/requirement information and contract and vendor information for this contract you mention in the SOW?
Contract # GS35F0247V FMCS-2015-DO-0001 was awarded to Cornerstone on Demand, Inc.
on 9/17/2015. FMCS cannot provide details of the solicitation/requirement.
9. What is the name and vendor of the current LMS?
Cornerstone on Demand, Inc.
10. What is the migration time frame to move from your current LMS to a new LMS?
Ideally one month. But could allow for additional time, if needed.

11. What are the contents that need to migrate from your current LMS to the new LMS?
See attached “LMS Courses” Excel spreadsheet.
12. Is the current LMS SCORM compliant?
Yes, FMCS currently has SCORM programs on the LMS.
13. Will any course content need to be created by the contractor?
No. FMCS has the course content. The contractor just needs to provide assistance in migrating the current trainings into the new system.
14. Training to use the LMS need to be in person or virtual?
Virtual.
15. What is the name and vendor of the current LMS?
All data from LMS including, but not limited to, reports (PDF, xlsx, csv), course export/import, attendance, users lists, competency levels, evaluation ratings, fees, progress, CLE, cost, and completion certificates needs to be shared with FMCS’s information system.
16. Please share any additional details on the existing LMS and HR systems of FMCS.
There is no additional information available to be shared on the existing LMS. As for HR, the only current system used that may be applicable to a new LMS is USA Performance. All other HR Systems aren’t relevant to an LMS.
