Questions:

Question 1: The referenced question asked If ED has a preferred/required form of SB plan to be utilized by offerors and if so asked the Government to provide a copy. The Government replied that it does have a template and that it would be included with the revised RFP. However, the document included with the revised RFP does not seem to be a template, but rather, a review sheet that someone would use to evaluate an offeror's SB subcontracting plan. Would the Government please clarify its requirement for submission of content related to the SB subcontracting plan? Specifically: (a) Should offerors use the Excel document provided with the initial RFP? (b) Should offerors complete the review document included with the revised RFP? (c) Should offerors use their own templates to provide their SB subcontracting plans or does the Government intend to provide a template?

Answer 1: The offeror should use the template provided by the revised RFP.

Question 2: Question 33 asked if the Government would confirm that that offerors may also include past performance of its subcontractors. The Government's response indicated that offerors may include the past performance of its subcontractors in addition to but not in substitution of the prime's work for technical evaluation purposes, and that the subcontractor's past performance will not count towards technical evaluation. FAR 15.305

(a) states that agencies should consider the past performance of a subcontractor that will perform major or critical aspects of the contract. In the case that an offeror's team includes a subcontractor that will perform a major aspect of the contract, would the Government reconsider its stance that it will not include subcontractor past performance in its evaluation?

Answer 2: No.

Question 3: Question 33 asked if the Government would confirm that that offerors may also include past performance of its subcontractors. The Government's response indicated that offerors may include the past performance of its subcontractors in addition to but not in substitution of the prime's work for technical evaluation purposes, and that the subcontractor's past performance will not count towards technical evaluation. If the Government will not consider subcontractor past performance in its evaluation, will the Government please confirm that offers may include subcontractor past performance examples in addition to 5 past performance examples of its own?

Answer 3: See previously answered question 34.

Question 4: The referenced question asked whether the Government would confirm that the Business Proposal's cover sheet content may be single spaced. The Government's response was that it must be double-spaced. There does not seem to be guidance about the Technical Proposal cover page's line spacing. (1) Can the Government specify the line spacing for the Technical Proposal's cover page. (2) May offerors we put a corporate branded cover on each volume of the proposal?

As was confirmed in these questions, in most sections of the proposal offerors are permitted to incorporate tables into the narrative and that those tables may use 10-point font. Would the Government please confirm that is also the case for resumes?

Answer 4: Please see page 142-144 of the tracked changed version of the solicitation.

Unless otherwise specified, all pages should be double spaced and 12-pt font.
