Submission Instructions

Solicitation 75N95022Q00117

Technical: Offerors must demonstrate the ability to provide the tasks as described in the Statement of Work. Technical volumes shall not exceed 10 pages. Resumes of key personnel are also required, and are not included in the 10 page limit. Additionally, technical quotes must address the following:

1. Details regarding which, if any, data archiving system is to be used for NIA data, whether the software is proprietary and where it will be installed. If no specific software is specified, please describe specific examples of specific computing environments, i.e., software shell (i.e.., Oracle, SAS) in secured environment under control of a third party that the offeror intends to use for this requirement. Offerors that propose proprietary software that NIA is unable to utilize will be technically unacceptable.

Past performance: Offerors shall provide up to 2 past performance examples from the past 5 years that demonstrate experience with the requirements in the Statement of Work. Past performance submissions must also address experience with the following:

1. Managing and analyzing health-related etiologic research that examines individual-level associative and interacting relationships among health-related outcomes and explanatory variables. Include specific examples of relevant past performance, the goal of the research and statistical approach, or a brief description of the method used for data cleaning.

2. Individual level health-related data where associations of dependent and independent variables are examined.

3. Application of multi-variable statistical models that can accommodate multiple time points, such as mixed models, or prospective data, such as survival analysis.

4. SAS or R statistical packages by giving an example of a project based on health-related associations of dependent and independent variables.

5. Creating variables (i.e., give general categories of data, like health, business, QC performance) from original-format data to analytical datasets of longitudinal or prospectively collected data.

6. Modeling continuous data (i.e., with linear regression) or dichotomous variables (i.e., with logistic regression) by providing a title of the analysis and contractor role.

7. Working in one job, with multiple health-related databases, each from a different study

8. Creating and maintaining documentation of datasets (i.e., creation of a data dictionary or maintaining a data dictionary and/or labelling of variables within a dataset)

9. Collaboration with multiple scientific organizations (private or public) with a common project.

Offerors shall also provide examples of the following:

1. Specific examples of managing and analyzing health-related data (as described above) that are longitudinally (repeat measures) or prospectively collected.

2. An example of presentations in scientific publications or professional presentations (including poster and oral presentations) of illustrations such as charts, tables, or graphs, using software such as PowerPoint, R, Excel, or SAS.

Price: Offerors shall provide prices for the base and option years, as described below:
