Question Response
1 Who is the incumbent? What is the incumbent contract number? Are they eligible to bid this requirement?
The incumbent was BeDay, LLC, and their contract number was 75N95020C00002. This is a competitive procurement so all small businesses are eligible to provide a quote for this requirement.
Is the Key Personnel same as mentioned in the Level of Effort titled “Database Management Specialist II”, if not then can you specify the same?
The Government anticipates the Key Personnel will be the Database Management Specialist II.
Will the vendor utilize NIA data infrastructure to perform the work or will the vendor be required to provide their own data infrastructure?
The vendor may use NIA infrastructure. If an offeror proposes to use their own infrastructure, it would need to be freely available for use and compatible with NIH data security.
Does NIA currently utilize any cloud data architecture solutions for data collection and archiving? For example, Snowflake, Azure, Databricks, etc.?
No.
The Scope of Work states that the Contractor may need to attend meetings in Baltimore. Can this be quantified a bit further please? How many total on-site meetings are expected over the first year? Can Zoom (or similar solutions) be utilized instead?
While many meetings can be conducted via zoom, there may be a need to attend some meetings in Baltimore. While the exact number is unknown, NIA estimates this would be 3 or 4 per year.
6 Do you require only US Citizens or is NIH open to Green card, H4-EAD, L2-EAD, H1-B visa holders? Contractors must have a valid visa or green card.
7 Are you looking for specialization in a specific database for the above position like SQL or Oracle? No.
8 Is the data being cleaned new data or data from existing public datasets or both? Both.
If data is from public datasets, what datasets are in scope for these work requirements, BRFSS, HINTS, MTF, NATS, NHANES, NHIS, NSDUH, NYTS, PATH, PRAMS, TUS-CPS, YRBSS. Etc.? NIA is not specifying particular datasets as this will evolve with the research question.
10 Will there be any PII (personally identifiable information) in the data cleaned/processed or stored? No.
Is this data effort new or is there an existing process to be enhanced, maintained or updated?
There is a protocol in place. However, NIA is always improving or updating if necessary or advantageous and feasible.
Where will the cleaned/transformed data be stored, cloud platform or on-premise? If Cloud:
i. What are the approved platforms/applications/tools for data management (storage, cleaning, transformation)? ii. What are the other approved applications/tools for data analysis including SAS and R? If On-premise:
i. What are the approved platforms/applications/tools for data management (storage, cleaning, transformation)? ii. What are the other approved applications/tools for data analysis including SAS and R?
The data is stored in the NIA environment, which includes servers and storage space and may later on be moved to a cloud environment. MySQL, Linx and other Microsoft products are used for NIA wide data storage. R and SAS are the main statistical tools used by LEPS.
13 What is the estimated frequency (cadence) of analysis and reporting, daily, weekly, monthly, quarterly, annually?
Please see the "Reporting Requirements" section of the SOW, which states "The Contractor shall submit monthly reports…". The SOW includes the requirement of 40 hours per week because this is what is needed to accommodate demands for analysis or data mangement.
What type of reports and/or data visualizations are expected? Static reports (MS Excel, MS Word, PDF etc.);
Real-time or dynamic reports (allowing the user to interact with data through interactive features and other functionalities); Dashboards
Contract reports should be delivered in Word. Data visualization for professional environments should be static.
How many users will have access to cleaned/transformed/stored data (estimate)?
There are layers of access that require permission to read the dataset, but no rights to change the all master analytical datasets or original data.
16 Will there be requirements for restricted access to data or is data to be available to all NIH? All data are restricted access. Sharing must be specifically requested.
