STATEMENT OF WORK (SERVICES)
(SOW)
GENERAL INFORMATION
Title of Project:
Data management and analysis support
Statement of Need and Purpose:
The Laboratory of Epidemiology and Population Sciences (LEPS) requires data management and analysis support services to clean, format, document and perform analyses of large in-house datasets for use by Extramural and Intramural researchers.
Background Information and Objective:
The Laboratory of Epidemiology and Population Sciences conducts health-related etiologic research that examines individual-level associative and interactive relationships between health-related outcomes and explanatory variables, that are based on questionnaire, clinical and digital data collected in multiple on large population-based cohorts that include 1000s individuals examined longitudinally. These data have to be curated, including cleaning, labeling, creation of cross-sectional and longitudinal datasets; need documentation (variable name, description, range of values) for analysis by internal and external users; and archived in a system that is freely accessible to NIA. In addition, specialized datasets or analyses are needed to participate in a wide range of national and international collaborations, which may have their own specific constraints. LEPS data analyses address a wide range of questions related to brain health and aging that require a range of statistical approaches including linear, logistic, survival and mix-models.
The objective of this requirement is to manage datasets and conduct analyses of the type described above, Period of Performance:
Base Year: 3/12/2022 – 3/11/2023
Option Year 1: 3/12/2023 – 3/11/2024
Place of Performance:
Contractor’s facility and Government Facility (251 Bayview Blvd, Baltimore MD). While the primary performance may be at the Contractor’s facility, the Contractor may need to attend meetings on site in Baltimore during the performance of this contract.

SCOPE OF WORK
General Requirements:
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below.
Specific Requirements:
The contractor shall perform the following services:
• Clean (identify and correct data entry errors and/or missing values, inconsistent values) individual-level questionnaire, clinical, and digital data from cross-sectional and longitudinal studies designed to address statistical associations relevant to human health
• Create and maintain accessible documentation of datasets following NIH human data protection rules
• Create and label derived variables based on original dataset variables, annotate data analysis programs; and archive data following NIH data protection rules
• Analyze data formatted in SAS or R data formats
• Manage large publicly available datasets, including applying for data access, identifying storage needs for data, downloading data and archiving them in a secure environments
• Generate tables or graphics of data based on health-related data for use in scientific publications, and professional presentations (including poster and oral presentations)
• Guide approved researchers on the protocol to access and use in-house data
• Run statistical programs of approved projects for off-site fellows
• For large consortia studies, create/send datasets, and analyze data according to approved standardized protocol
• Perform mid-level data analysis, including descriptive statistics, linear and logistic regression on health-related data with a set of pre-specified variables.
• Under supervision of Senior Investigator or Staff Scientist, program and run more high-level analysis of health-related cross-sectional or longitudinal data
• Technical writing including co-authoring of articles for journal submission
• Initiate and participate, as needed, in meetings and conference calls between PIs, contractors and collaborators to solve specific data management issues.
LEVEL OF EFFORT:
40 Hrs./Week, Database Management Specialist II
GOVERNMENT RESPONSIBILITIES
The government will provide a government-owned secure computer and PIV card so the contractor can securely access the data/website and review the created datasets for quality.
DELIVERY OR DELIVERABLES
Upon request, the contractor shall provide documentation evidence of any and or all their work product, including, but not limited to, the following tasks:
• Creating and managing datasets in an accessible format
• Providing data management and data use advice to intramural and extramural NES collaborators
• Maintaining an up-to-date archive that includes well organized, transparent and accessible datasets and related documentation
• Work products and documents related to merging datasets as needed
• Documentation of datasets made for outside investigators as needed
• Work products and documents related to processing new data and derived variables generated from analysis of different data streams as needed
• Data dictionary of new variables from ancillary studies
• Description of converted existing datasets into a more generalized format
• Documentation of customer service to investigators using TBD LEPS datasets
REPORTING REQUIREMENTS
The Contractor shall submit monthly reports stating tasks completed, with documentation of barriers to success/ moving forward with the projects, if applicable
OTHER CONSIDERATIONS
Travel:
No travel required.
Key Personnel:
The key personnel must have at least a B.S. with 2 yrs. experience in data management and analysis in a health-related project
Data Rights:
The NIA shall have unlimited rights to, and ownership of, all deliverables provided under this contract including reports, recommendations, briefings, work plans and all other deliverables, as appropriate. This includes the deliverables provided under the basic contract and any optional task deliverables exercised by the contracting officer. In addition, it includes any additional deliverables required by contract change. The definition of “unlimited rights” is contained in Federal Acquisition Regulation (FAR) 27.401, “Definitions.”
Section 508—Electronic and Information Technology Standards:
The contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998.
Publications and Publicity:
The contractor will not be responsible for publication of articles based on the datasets s/he is preparing.
Confidentiality of Information:
All data are de-identified and cannot be traced back to an individual. The contractor has no access to the link between an individual and their data.
