About this file
This is a Questions and Answers document from a federal contracting briefing, likely related to the ORBS (Optical Radiation Biological Effects and Safety) contract vehicle managed by AFRL (Air Force Research Laboratory), specifically the 711th Human Performance Wing.
The document addresses contractor inquiries regarding integration pathways for research endeavors into the ORBS pipeline. Key procedural details include: the ORBS contract serves as a requirement to support laboratory operations and mission execution; contractors may submit unsolicited white papers during an open solicitation period that runs from the solicitation date through six months after proposals are due; two viable pathways for participation are identified as becoming a prime partner subcontractor or submitting unsolicited bids. Regarding personnel and clearance requirements, there is no numerical limit on contractor staff on-site, though space availability is a consideration; all personnel working on projects must be vetted and cleared, with most work occurring at SCI (Sensitive Compartmented Information) level, though possible exceptions exist for university partners. The government conducts annual work plans with contractors to determine project scope, deliverables, and staffing requirements for the upcoming fiscal year, with expectations that planned work will be executed as scheduled. Research priorities remain steady regarding nuclear effects, and AFRL conducts annual bi-planning with long-term strategy flexibility. Prior ORBS work has included behavioral effects testing in dazzle, pain sensing, and fatigue analysis. The component models for probability of injury analysis are partially published and follow a structured documentation approach including concept descriptions, computational methods documents, and integration specifications. The current acquisition timeline targets mid-July based on standard federal acquisition procedures.

Q: So question is I guess for you guys are reviewing something like this (research endeavor with power beaming and specific wavelengths), how would you integrate that into the ORBS pipeline if at all if for a company like ours?
A; Generally, the workflow would be along the lines of, this is identified in a wavelength that has a military application. Also, look at the literature to determine if there’s work in that area and determine, “Is it warranted for us to do.”
In terms of product market fit, ORBS is a requirement to help run the labs and the rest of the mission. The contract vehicle we're awarding off of, while we're doing this large acquisition, allows for an open solicitation, meaning you can, send us a white paper unsolicited. The period opens when the solicitation date starts and then six months after the solicitations are due. So if you have a white paper that you want to like pitch to us, that maybe it doesn't fit ORBS, but it is something where you think that there's a connection with the 711th, you can submit it.
Q: Kind of future leading side of things, we've put in a proposal to JIFCO for technology capable of delivering a dose to a specific person rather than a large area. Is this type of technology something that ORBS would cover?
A: So I think this is again in the category of you have expertise in the application.
Q: So the recommendation I guess at this point the two paths being looked for the prime partner to sub under and then second, maybe the unsolicited bids, is that kind of the two pipelines I should look at?
A: those are both viable
Q: We’ve heard how AFRL has taken some big cuts for like 61/62/63 work. How has that impacted future plans? Projects that you're not able to do or what you're prioritizing going forward for research efforts?
A: Every year we do a bi-plan. we have a long term strategy, so we flex.
Q: Is nuclear effects that the environment that pilots, whoever else might have tracked in becoming a larger priority for the organization? Or is it about level or steady?
A: It’s kind of steady.
Q: So are all of the typical project research projects matched up past orders and handled at that level as far as the funding periodicity on the project?
A: No
Q: So when you have this big support contract, you have different research projects going on, how are they like managed or operated?
A: We do work plans every year on the type of work we want to do in the future and with those work plans internal with the the government side, we work with the contractors to determine what's the type of work that should be done and how it would be done in the next year with the manpower and all of that.
Q: What's the expectation for the amount of work that actually be performed on site laboratory here?
A: We're gonna have a plan for the year and we expect it to be executed. Make sure I have people on site that need to be on site.
Q: Currently, how is there a limit or cap of how many people you can house from the contractor team here?
A: There's not a limit, but of course we have to look at space that we have.
Q: Is there any anticipation of expanding on some of that work (behavior effects testing)?
Are they looking at other behavioral impacts of directed energy exposure testing that would be part of the future plans for work here? What about fatigue?
A: The ORBS contract has done a lot in dazzle. In the past they've done some work with pain sensing. Yes, we have have done testing with fatigue.
Q: In the RFP, there's mention that said, like everybody's supporting the effort needs to be of at least cleared secret. So if we were collaborating with others at university partners, would they also need to be cleared to be supporting it or are there exceptions for certain groups?
A: I think they're probably could be exceptions. The challenge is we do a lot of of up to SCI work here. It’s fair to say, anyone working on projects here is vetted and is expected to have their work cleared.
Q: Is there any technologies of interest inside ORBS? Our company is building a tool for High Powered Macro System Hazard analysis, would there be any interest in having it running?
A: I think there would be interest. I have to dig in specifics and details here, but I think you know this kind of circumstance where you could receive ORBS contract has component models that may be useful.
Q: What's the current state of the probability of injury models?
A: Portions of it are published. When we build a component for analysis, we have a structure that includes the concept description document, a computational methods document. Then, an integration. A component model is separate from the integration.
Q: Is the current acquisition timeline notional?
A: That's the timeline based upon standard acquisition timelines. The timeline is toward mid-July.
