About this file
This is a Solicitation Document and Scope of Services issued by the Florida Department of Transportation (FDOT) for the procurement of 10 Gbps Ethernet managed services. The project requires the establishment of point-to-point broadband connectivity between three Florida locations: Jacksonville FHP Tower, District 5 Regional Transportation Management Center (RTMC) in Sanford, and District 6 RTMC in Miami. Two discrete circuits are required, with Circuit 1 connecting Jacksonville FHP to District 5 RTMC and Circuit 2 connecting District 5 RTMC to District 6 RTMC. Each circuit must provide guaranteed bidirectional throughput of 10 Gb/s via 10GBASE-SR Ethernet interfaces with duplex multimode fiber-optic LC-to-LC connections. Circuit 1 must achieve cutover by June 15, 2026, with a three-year service term from that date through June 14, 2029. Circuit 2 must achieve cutover no later than October 15, 2026, with a three-year service term beginning on the successful cutover date. Technical questions are due March 9, 2026, at 12:00 PM EST, and sealed bids are due March 24, 2026, at 9:00 AM EST, with a public bid opening scheduled for 10:00 AM EST the same day. The intended award decision will be posted on March 30, 2026. Prospective bidders may request site surveys to assess installation requirements, and an on-site review of bidder facilities and qualifications may be conducted after the bid due date. The contract includes an option to renew for an additional 36 months upon mutual written agreement, subject to satisfactory performance and fund availability.
Bidders must submit firm non-recurring costs (NRC) for construction and installation and monthly recurring costs (MRC) for services, with unit rates applicable to both the initial 36-month term and any renewal periods. The Service Level Agreement requires 99.9% overall service availability measured monthly with service credits of 5% to 50% of MRC for outages exceeding 43.2 minutes; network latency of 45 milliseconds or less with service credits of 10% to 50% of MRC for latency exceeding thresholds; and frame delivery rates of 99.999% or greater with service credits of 10% to 50% of MRC for lower performance. Bidders must demonstrate a minimum of five years of active engagement in providing similar services and submit written qualifications statements; failure to provide this documentation will result in rejection as non-responsive. All bidders must be registered in the State of Florida's MyFloridaMarketplace system by the bid opening date or risk rejection, and out-of-state corporations, limited liability companies, and limited partnerships must be authorized to do business in Florida prior to award. All payments to the vendor are subject to a one percent MyFloridaMarketplace transaction fee, and the contract is contingent upon annual legislative appropriations. No specific budget range or award value is disclosed, and no set-asides for disadvantaged enterprises or small businesses are identified. General liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 each occurrence, and property damage insurance of at least $200,000 each occurrence, are required. All vendor employees with unescorted on-site access must pass Florida Department of Law Enforcement security background checks.
