About this file

Addendum No. 2 is a revised scope of services document issued by the Florida Department of Transportation (FDOT) Procurement Office for solicitation DOT-ITB-26-9052-SJ regarding 10 Gbps Ethernet managed services. The addendum revises page 4 of the original Exhibit A Scope of Services and establishes key service requirements and timelines. Circuit 1 and Circuit 2 must be furnished, installed, commissioned, and cut over no later than November 15, 2026, with service terms beginning upon successful cutover and acceptance and ending three years thereafter. The Service Level Agreement requires a guaranteed bidirectional committed information rate of 10 Gb/s available 24 hours per day, 7 days per week, 365 days per year, with an overall service availability objective of 99.9% measured monthly. Network latency must not exceed 45 milliseconds based on monthly sample measurements, with service credits issued for latencies exceeding this threshold. The document clarifies that FDOT is exempt from Florida sales tax and Universal Service Fund fees, and the provider shall not charge the state for these fees. Invoicing for construction work may be submitted only upon successful cutover and acceptance of work by FDOT.

The addendum specifies service credit provisions scaled by cumulative duration of service outages, ranging from no credit for outages of 43.2 minutes or less to 50 percent of monthly recurring costs for outages exceeding 36 hours. Service credits for network latency exceed 45 milliseconds begin at 10 percent of monthly recurring costs for latencies between 45 and 50 milliseconds. Bidders must acknowledge receipt of this addendum by the bid opening date of Tuesday, April 14, 2026, at 10:00 AM EST, with failure to acknowledge potentially resulting in disqualification. FDOT reserves the right to terminate services prior to completion of the full service term under the FDOT Purchase Order Terms and Conditions.
