About this file

Summary

This is a Questions and Answers document issued by the Florida Department of Transportation (FDOT) Procurement Office addressing clarifications for Invitation to Bid No. DOT-ITB-26-9052-SJ for 10 Gbps Ethernet Services. The document, dated March 25, 2026, provides three key clarifications relevant to the procurement. First, it confirms that both circuits operate under a single contract with the overall term beginning upon contract execution and ending 36 months after successful Circuit 2 cutover, while each circuit independently carries its own 36-month service term as specified in Exhibit A. Second, the document clarifies that none of the IT governance deliverables listed in Appendix II—including the Project Plan, System Security Plan, Technical Architecture Document, FL[DS]-01 Technology Initiative Management Form, or Software Bill of Materials—are required for this carrier Ethernet transport service. Third, in response to a question regarding extension processes for the Circuit 1 cutover deadline, the document references Addendum No. 2, which extends the cutover deadline for both Circuit 1 and Circuit 2 to November 15, 2026, superseding the original June 15, 2026 deadline specified in the ITB introduction.

These clarifications were issued prior to the sealed bid opening scheduled for April 14, 2026, at 10:00 AM EST and address potential points of confusion regarding contract structure, required deliverables, and critical project timelines. The extensions granted through Addendum No. 2 provide vendors with additional time beyond the original 75-day construction and commissioning period to address delays related to permitting, utility coordination, and right-of-way access issues.

QUESTIONS AND ANSWERS DATE: March 25, 2026

BID No.: DOT-ITB-26-9052-SJ

BID Title: 10 Gbps Ethernet Services

OPENING DATE: Tuesday, April 14, 2026 @ 10:00 AM EST

QUESTIONS AND ANSWERS PROVIDED BELOW

Question 1

Exhibit A, Sections 2.7.1 and 2.7.2 vs. ITB Introduction Section 1 (Contract Term Structure)

The ITB Introduction states the contract term will be "36 months following the successful cutover of Circuit 2." However, Exhibit A Section 2.7.1 assigns Circuit 1 a specific term of June 15, 2026 through June 14, 2029, and Section 2.7.2 states Circuit 2's term begins on its cutover date and ends three years after.

Please clarify: Does each circuit carry its own independent 36-month service term as described in Exhibit A Sections 2.7.1 and 2.7.2, or does the overall contract run 36 months from the date of successful Circuit 2 cutover as stated in the Introduction?

Answer 1 Both circuits will be covered under one contract. The overall contract term will begin upon contract execution and will end 36 months after the successful cutover of Circuit 2. Each circuit carries its own independent 36-month service term.

Question 2

Appendix II (Applicability of IT Governance Deliverables to Carrier Transport Service)

Appendix II references deliverables under Chapters 60GG-1, 60GG-2, 60GG-4, and 60GG-5, including a Project Plan, System Security Plan (SSP), Technical Architecture Document (TAD), FL[DS]-01 Technology Initiative Management Form, and Software Bill of Materials (SBOM). These requirements appear to be written for custom software or application development engagements.

Please clarify which of the following Appendix II deliverables are required for a carrier Ethernet transport service under this ITB:

(a) Project Plan (Chapter 60GG-1)

(b) System Security Plan (Chapter 60GG-2)

(c) FL[DS]-01 Technology Initiative Management Form (Chapter 60GG-5 — note: the $195,000 threshold may apply)

(d) Technical Architecture Document

(e) Software Bill of Materials (SBOM)

Answer 2 None of the deliverables listed in the question are required.

Question 3

Exhibit A, Section 2.7.1 (Circuit 1 Cutover Deadline — Extension Process)

The Circuit 1 cutover deadline is June 15, 2026. Depending on award date, this allows approximately 75 days for construction, permitting, right-of-way coordination, equipment procurement, and commissioning.

Please clarify: If delays occur due to factors outside the vendor's reasonable control (e.g., permitting timelines, utility coordination, right-of-way access), is there a formal process for requesting an extension to the Circuit 1 cutover deadline?

Answer 3 The deadline cutover for Circuit 1 and Circuit 2 has been extended to November 15, 2026. See Addendum No. 2.
