About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT). FDOT is seeking to procure the International Road Dynamics (IRD) Series Weigh-In-Motion (WIM) and VectorSense Data Collection Systems and Software for a concrete pavement research project on SR 200/US 301 in Clay County, Florida. The project involves installing a multi-sensor array of bending plates in the northbound direction and additional WIM sensors in the southbound direction to assess the performance of different WIM sensor technologies. FDOT intends to sole source this procurement to IRD, as they are the sole manufacturer and service provider of the required systems and software within North America. The intended contract term is 5 years.
The estimated value of this single source procurement is $228,120. IRD is the known and sole capable vendor for these proprietary systems and services. This procurement is being conducted to support FDOT's concrete pavement research initiative, which aims to evaluate new and emerging pavement technologies and innovative concepts while considering factors such as traffic loading, design features, material properties, construction practices, and environmental conditions.

Requestor (division, bureau, office, individual, as appropriate): Eric Griffin, Transportation Data Analytics Office
Performance and/or Design Requirements (intended use, function or application, compatibility etc. requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The State Materials Office and Transportation Data Analytics Office have collaborated to begin a research project on a concrete test road on SR 200/US 301 in Clay County Florida. The test road will allow for a comprehensive in-service performance assessment of new/emerging concrete pavement technologies and innovative concepts while considering the interaction between factors such as traffic loading, design features, material properties, construction practices, and environmental conditions. Due to high importance of the accurate traffic loads for this concrete pavement research, FDOT is planning to install a multi-sensor array of bending plates in the Northbound direction in PCC pavement (WIM 1 site). Then use this same location as a new Highway Performance Monitoring System (HPMS) sample site and install additional WIM sensors in the asphalt pavement in the Southbound direction. This will be a comparison study of WIM performance for these sensor arrays and investigate the costs, benefits, and the effect of multi-sensor arrays on WIM data accuracy. Therefore, the plan is to install multi-sensor array of quartz piezo sensors in the asphalt pavement in the Southbound direction (WIM 2 site). The VectorSense™ tire sensor suite provides vehicle and traffic data including lane position information, single/dual and super single tire measurement and identification of low pressure tires, all at highway speed, for use in Commercial Vehicle Operations (CVO), Toll Road Operations, and Vehicle Safety and Traffic Data Collection applications.
Intended source (vendor, contractor): International Road Dynamics Corp.
Estimated Dollar Amount: $228,120.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): International Road Dynamics (IRD) is the sole manufacturer and service provider of the IRD Series WIM and VectorSense Data Collection Systems and Software within North America.
