About this file

This document is a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT) to solicit proposals for Statewide Airport Operations Counting Data Collection services. The FDOT seeks to establish an agreement with a vendor to obtain accurate and consistent flight operations data for up to 106 publicly owned, public use airports in the state of Florida. The project objectives are to identify advanced flight operations tracking technologies, develop a robust database of airport flight operations information, and establish policies and procedures for statewide airport operations counting practices. Proposals are due on October 18, 2023 by 9:00 AM EST. The FDOT intends to award a contract with a term beginning upon execution and extending through 36 months thereafter, with possible renewal options.

The RFP outlines pricing requirements, including the need for the vendor to provide different levels of detailed data along with pricing for common add-on services. The FDOT is interested in obtaining, at minimum, the basic operations count data needed to fill out an airport's 5010 form, but may consider purchasing more detailed data offerings. Vendors should acknowledge their ability to provide volume-based discounts for a statewide contract. The selected vendor must comply with all relevant state and federal laws, including Chapter 119 public records requirements and E-Verify provisions.

ALL determinations of responsiveness will be the responsibility of the FDOT Procurement Office.

Other conditions which may cause rejection of proposals include, but are not limited to, evidence of collusion among Proposers, obvious lack of experience or expertise to perform the required work, failure to perform or meet financial obligations on previous contracts, or in the event an individual, firm, partnership, or corporation is on the General Services Administration Excluded Parties List. Proposers whose proposals, past performance, or current status do not reflect the capability, integrity, or reliability to fully and in good faith perform the requirements of the Contract may be rejected as non-responsible.

The Department reserves the right to determine which proposals meet the requirements of this solicitation, and which Proposers are responsive and responsible.

The Procurement Office will distribute to each member of the TRC a copy of each technical proposal.

The TRC members will independently evaluate the proposals on the criteria and point system established in the section below entitled "Criteria for Evaluation" in order to assure that proposals are uniformly rated.
