About this file
This document contains a series of questions and answers (revised on 10/11/23) related to an Invitation to Bid (ITB) issued by the Florida Department of Transportation (FDOT) for Statewide Airport Operations Counting and Data Collection (Bid No. DOT-ITB-24-9036-CA). The ITB is seeking competitive sealed bids for providing services to collect operations data from up to 106 public use airports across the state. The bid opening is scheduled for October 18, 2023 at 10:00 am local time. The contract period is 36 months.
The questions and answers address various aspects of the scope of work, including the number of airports to be covered, data collection and reporting requirements, software and technology considerations, as well as pricing and payment terms. Notably, FDOT has indicated that the actual contract price and services will be negotiated upon selection of a vendor, and that progress payments may be structured around task deliverables and/or annual data collection. Bidders are required to provide pricing scenarios for 52 and 105 airports, as some smaller airports may lack internet connectivity.

QUESTION 1
Would State of Florida Department of Transportation (FDOT) consider an extension of the RFP until 0900, Monday, October 31, 2023?
ANSWER 1 Due to the deadline, this date cannot be extended.
QUESTION 2
Is there a minimum number of the potential 106 publicly included airports that FDOT is considering?
ANSWER 2 There are 106 public airports that need to be considered.
QUESTION 3
Can you provide any details on the reason the original RFP DOT-RFP- 23-9085-CA was not awarded and has been reissued?
ANSWER 3
Please see Special Conditions: Section 19) Reservation, of the solicitation document.
QUESTION 4
Is there a way to document or comment on the draft Standard Written Agreement in case there are either clarifications or alternative contract language edits?
ANSWER 4
Please see Special Conditions: Section 20) Additional Terms & Conditions.
QUESTION 5
Must vendors include professional onsite installation at every airport as part of the estimate? Do we have the freedom to arrange with airports what works for them? In case it's the latter, we will still include a provision for installation services at a percentage of airports.
ANSWER 5
Give an estimate for all 105 public use airports AND an estimate for only half (52) airports. Many of the smaller airports have 1 or 2 staff at the airport
QUESTION 6
Is it safe to assume that all airports target of this deployment will have an available internet connection? Or, as with installation, shall we include a provision for a retain percentage of airports without any form of connectivity?
ANSWER 6
Again, give an estimate for all 105 public use airports AND an estimate for only half (52) airports. Many of the smaller rural airports do not have internet.
QUESTION 7
Tasks 3 and 5: Can you tell us a bit more about the "FDOT utilized software" that the vendor would need to target for data visualization/dashboards? Examples: Microsoft Power BI, Tableau, QlikView, specific kinds of mobile devices, analytics platform of choice:
Snowflake, Azure or Amazon Web Services?
ANSWER 7
This will be covered during the Task 1 Kickoff Meeting. This is to ensure that the Dashboard and its data will be displayed via a platform that is accessible to both the FDOT Central Office as well as all of the participating airports’ managerial staff.
QUESTION 8
Is there a known number of airports that have indicated their desire to participate? If yes, how many and can you provide the name/location of these airports?
ANSWER 8
No. Once a vendor is selected, airports will be polled to determine their interest in participating in the program.
QUESTION 9
a. Could FDOT clarify the basis for vendors to calculate an appropriate, single, lump sum amount given the undefined number of airports and the unknown options desired by the AO ?
ANSWER 9
The vendor should provide a lump sum amount for basic operations data (i.e., total operations that can be broken down by aircraft type), as listed in Task 4, for 52 airports and a lump sum amount for the same data at 105 airports. The actual contract price and services acquired will be discussed upon selection of a vendor.
QUESTION 10
b. Could FDOT provide guidance on how and where the pricing options requested in the Background section should be presented in our response ?
ANSWER 10
The lump sum listed in part a. will suffice for the proposal.
QUESTION 11
Could FDOT elaborate on “Total operations as defined by the FDOT” ?
(Ref: page 35 of 38 under Task 4)
ANSWER 11
Total operations are all operations occurring at an airport including take-offs, landings, and touch-and-go’s (two operations). This should include operations from as many aircraft performing these maneuvers at the airport as possible, not just aircraft that have filed flight plans.
QUESTION 12
On page 36 of 38 Task 5 includes as statement “Services required may include the development of additional applications to manage, store, visualize, and share data.” Exhibit C – Price Proposal Form (Page 1 of
2) has only one Lump Sum Amount for Task 5: Database & Dashboard Management.
Could FDOT clarify a basis for vendors to calculate an appropriate, single, lump sum amount given undefined number and nature of “additional applications” ?
ANSWER 12
Additional applications would require further discussions and contract amendments. The vendor should base the lump sum off known deliverables.
QUESTION 13
On page 37 of 38, under PROGRESS PAYMENTS the solicitation states “The Vendor shall submit an invoice upon approval of each task deliverable in a format acceptable to the Office of Aviation. Lump sum payments shall be made to the Vendor for the satisfactory completion of each task and approval by the Department of each task deliverable.” Given that this solicitation anticipates a 36 month period of performance, could FDOT provide progress payments for deliverables based on time and/or data collection by airport ?
ANSWER 13
The original implementation tasks will be paid on a lump sum basis upon the completion of each task. There will also be an annual lump sum payment to pay for the subscription to the supplied data each year.
