About this file

This is a pre-proposal conference presentation for a Request for Proposals (RFP) issued by the City of Charlotte Water Department (North Carolina) for a Workforce Management Replacement Consultant. The City seeks qualified consultants to review, evaluate, and implement replacement of its legacy workforce management system (Service Suite version 9.8.1), which no longer meets operational, security, and scalability requirements for Charlotte Water's growing service area. The consultant will be responsible for improving technician productivity and scheduling, enabling real-time field communication and data capture, enhancing customer service and response times, and supporting long-term digital transformation goals aligned with the City's cost-effective business objectives. The pre-proposal conference was held on February 10, 2026. Questions must be submitted by February 17, 2026 at 5:00 p.m. through the Vendor Discussion feature in the Procurement Portal. Proposals are due March 3, 2026 at 2:00 p.m. via the Bonfire Procurement Portal with no email submissions accepted. Evaluation activities will occur between March and April 2026, with an anticipated contract award by City Council on May 11, 2026, and services commencing June 1, 2026.

Responsive proposals must include a cover letter signed by an authorized executive, proposed solution describing the company's qualifications and approach, completed fee schedule pricing worksheet (preferably in Microsoft Excel format), company background response questionnaire, required forms (proposal submission form, three references, key personnel form, and MWSBE utilization form), acknowledgement responses, and any exceptions to RFP terms and conditions. Proposals will be evaluated based on qualifications and experience, cost effectiveness and value, and acceptance of contract terms and conditions. The City awards contracts based on best value rather than lowest cost. All pricing must reflect realistic costs including insurance requirements. Communication with City employees regarding the RFP is prohibited except through the designated Procurement Officer, Elizabeth (Leigh) Murray, to maintain solicitation integrity. Proposers must register as City of Charlotte suppliers and may reference certification information for minority, women, and small business enterprises through the Charlotte Business INClusion Program.
