About this file
This document is Amendment No. 1 to RFP No. 27-15-31 issued by Tolleson Union High School District No. 214 (TUHSD) in Arizona for a Food Service Management Company (FSMC) under a fixed-price model. The amendment extends the revised proposal due date to September 28, 2026 at 2:00 PM MST, with offer opening occurring at 2:30 PM MST on the same date at 9801 W. Van Buren Street, Tolleson, Arizona 85353. The District anticipates Governing Board approval on October 13, 2026, with contract commencement on January 1, 2027. The contract term spans five years through June 30, 2031, with Year One constituting a partial contract year ending June 30, 2027, and the remaining four years as full fiscal years. The FSMC will operate under a management-only staffing model in which TUHSD retains its current non-management food service employees, with services provided across six high school sites. Prospective offerors must submit six physical copies and one digital copy on USB drive; no bid or performance bonds are required.
The District has established a Meal Equivalency Factor of $5.19 for SY2026-2027, with breakfast converting at 0.67 meal equivalents and lunch/dinner at 1:1 ratio. All TUHSD schools participate in Community Eligibility Provision (CEP) with a current Individual School Percentages (ISP) of 41.41%, resulting in a free claiming percentage of 66.26% and paid claiming percentage of 33.74%. The District has identified an approximate USDA Foods commodity allotment of $550,000 for SY2026-2027, consisting of approximately $490,000 in DoD Fresh and $60,000 in Brown Box allocations. Evaluation weights are: Pricing—37%; Method of Approach and Implementation Plan—35%; and Experience, Expertise, and Reliability—28%. The lowest total evaluated responsive price will receive 37 points, with other responsive offerors scored using a comparative formula. School food authority (SFA) employee wages and related labor costs are excluded from the FSMC fixed meal rate, with financial guarantees stated before SFA labor expenses.

Except as expressly modified by this Amendment No. 1, all other terms, conditions, specifications, attachments, exhibits, and requirements of RFP No. 27-15-31 remain unchanged.
2. SPECIFIC SOLICITATION REVISIONS AND CLARIFICATIONS
2.1 Revised Proposal Due Date and Offer Opening
The proposal due date is changed from September 17, 2026 to September 28, 2026 at 2:00 PM Mountain Standard (Phoenix) Time. The public offer opening is changed to September 28, 2026 at 2:30 PM Mountain Standard (Phoenix) Time. The submittal and opening location remain unchanged.
2.2 Proposal Copies and Digital Copy
Each Offeror shall submit six (6) physical copies and one (1) digital copy on a USB drive.
2.3 Bid and Performance Bonds
No bid bond or performance bond is required for this solicitation.
2.4 Anticipated Award and Contract Commencement
Anticipated Governing Board approval is October 13, 2026. For clarity, the anticipated contract commencement date is January 1, 2027. The reference to January 1, 2026 in Attachment A, General Information Question 3(b), is corrected to January 1, 2027. Students return from Winter Break on January 5, 2027. Year One pricing, financial projections, and the guarantee shall cover the partial contract year ending June 30, 2027; the remaining four years shall be full fiscal years through June 30, 2031.
2.5 Management-Only Staffing / SFA Labor
The solicitation remains a fixed-price-per-meal FSMC model under which TUHSD retains and maintains its current non-management food-service employees. SFA employee wages and related SFA labor costs are not to be included in the FSMC fixed meal rate. The financial guarantee shall be stated before SFA labor expenses.
2.6 Meal Equivalency Factor
All Offerors shall use a Meal Equivalency Factor of $5.19 for SY2026-2027 in financial projections and all other proposal calculations requiring a meal-equivalency factor. For a la carte and other non-reimbursable sales, revenue shall be divided by $5.19 to determine meal equivalents. Breakfast converts at 0.67 meal equivalent per breakfast. Lunch and dinner/supper convert at a 1:1 ratio.
2.7 Pricing Evaluation Formula
For evaluation purposes, the District will multiply each Offeror's proposed fixed price for each applicable meal type and meal equivalent by the same District-established projected quantities for that category. The extended amounts will be added to determine each Offeror's total evaluated price. The lowest total evaluated responsive price will receive 37 points. All other responsive Offerors will receive pricing points using the following formula: Lowest Evaluated Responsive Price / Offeror's Evaluated Price x 37.
2.8 Evaluation Weights
The published evaluation weights remain unchanged: Pricing - 37%; Method of Approach and Implementation Plan - 35%; Experience, Expertise, and Reliability - 28%. Attachment B provides the written proposal evaluation scoring template consistent with these published weights.
2.9 Oral Presentations
No oral presentations will be required.
2.10 CEP Claiming Percentages
All TUHSD schools participate in CEP. The current ISP is 41.41%. Applying the CEP multiplier of 1.6 results in a free claiming percentage of 66.26% and a paid claiming percentage of 33.74%.
2.11 USDA Foods Commodity Allotment
For SY2026-2027 pro forma development, the District identifies an approximate total USDA Foods commodity allotment of $550,000, consisting of approximately $490,000 DoD Fresh and $60,000 Brown Box. Any inconsistent reference in Attachment A to a $90,000 Brown Box amount is corrected to $60,000.
3. OFFICIAL QUESTIONS AND ANSWERS
Attachment A - Official Questions and Answers contains the District's responses to questions received from prospective Offerors and is incorporated into RFP No. 27-15-31. Offerors shall use the responses in Attachment A together with the express corrections and clarifications in Section 2 of this Amendment when preparing proposals.
