About this file
This is a Supplementary Conditions document for a Design-Bid-Build construction project issued by the City of Yuma, Arizona for RFB-25-364, "Upgrade Pavement Markings 4 Citywide Locations" (Project No. 0032-ROAD10). The project encompasses pavement marking upgrades and related work across four citywide locations: 32nd Street from Avenue D to Avenue C and from Avenue B to 4th Avenue, 16th Street from Avenue D to Pacific Avenue, and 3rd Street/Giss Parkway from Avenue B to Main Street. The document establishes supplementary conditions that amend the Standard General Conditions of the Construction Contract and references the Maricopa Association of Governments (MAG) Standard Specifications and the Yuma Supplement thereto. The supplementary conditions address traffic maintenance and protection requirements, including flagging services, pilot trucks, barricades, warning signs, traffic control devices, and temporary pavement markings in compliance with the Manual on Uniform Traffic Control Devices (MUTCD) and the Arizona Department of Transportation supplement.
The traffic control work will be reimbursed on a lump sum basis, with exceptions for Changeable Message Boards, Law Enforcement Officers, Flaggers, and Truck-Mounted and Trailer-Mounted Attenuators, which will be measured and paid separately. The contractor is responsible for submitting a traffic control plan or proposed sequence of operations to the City Engineer for approval, maintaining all existing traffic signs within the construction zone, and coordinating traffic control work with any adjoining or overlapping projects. Flagging services may be provided through either contracted civilian labor or authorized law enforcement officers meeting Arizona Peace Officer Standards and Training Board (POST) requirements, with civilian flaggers required to provide certification from the American Traffic Safety Services Association (A.T.S.A.) or National Safety Council. Law enforcement officers are limited to 12 consecutive hours of work without City Engineer permission unless emergency conditions exist. The contractor must provide verification of flagger certifications and notify the City Engineer of any changes to traffic control element placement or use.
