About this file
This is a Specifications document for an Invitation to Bid (ITB) issued by Harris County, Texas, for the supply of native grass and forb seed and related items to the Harris County Flood Control District (HCFCD). The contract is a one-year term contract beginning approximately May 14, 2026, with the option for four additional one-year renewals, subject to Commissioners Court approval and the same terms, conditions, and pricing as the original year. A voluntary virtual pre-bid conference is scheduled for April 7, 2026, at 10:00 a.m. CST via Microsoft Teams. Written questions must be submitted through Bonfire to Hugh Taylor at hugh.taylor@pur.hctx.net by the deadline specified in the event schedule, with all questions and answers released as public notices to all firms. All deliveries of seed must be directed to the Michael Talbott Service Center-Distribution Center at 10770 Vinecrest Drive, Houston, TX 77086. Products and services must not be provided without a signed purchase order from the Harris County Purchasing Agent, and orders will be placed on an as-needed basis.
All rates quoted on the bid table must be all-inclusive, incorporating costs for labor, material, equipment, pick-up, transportation, disposal, and any other incurred expenses, with no separate line-item rates accepted. Unit pricing governs in cases of discrepancy between unit and total pricing, and while pricing is an important evaluation element, award decisions will also consider the ability to perform other stated contract requirements. Harris County reserves the right to award to multiple vendors as "Primary" and "Secondary," with the secondary vendor utilized as needed due to time constraints or availability. The county may request usage reports up to two times during the contract period at no additional cost, detailing all products and services furnished. Vendors must complete Form 1295 (Certificate of Interested Parties) prior to bid submission, and Harris County expects vendors to make good faith efforts to support minority- and woman-owned business (M/WBE) participation goals. Toll and parking fees incurred during the contract term are the vendor's responsibility, and all goods are subject to quality and performance testing with potential rejection if they fail to meet specifications or end-user needs.
