About this file

This document contains specifications for the supply of native seeds and related items for the Harris County Flood Control District in Texas. The specifications outline requirements for native grass and forbs originating from genetic stock within the South Texas region, with provisions allowing out-of-region ecotype seed only with prior HCFCD approval if local plant germplasms cannot be sourced. All seed must be certified by a state or commercial seed lab no more than six months prior to delivery, with certification reports submitted via email before delivery. Seeds must be cleaned and preprocessed to ensure proper planting and germination, including processes such as hulling, thrashing, debearding, and any HCFCD-requested treatments including biological seed treatment, cold stratification, and scarification. Each seed bag must display a securely attached tag containing testing date, germination percentage, hard seed percentage, inert material percentage, noxious weed percentage by species, other weed percentage by species, viability, and pure live seed percentage.

The specification document establishes strict quality and labeling standards requiring that each seed tag clearly identify native seed by common name, genus, species, and variety. HCFCD will reject any seed containing noxious, exotic, or highly invasive weed species as determined by the district. All seeds must be tested in accordance with state and federal law, and seeds without proper tags will be rejected. The district reserves the right to add or subtract seed types at its discretion. Measurement and payment for seed supplies is specified on the Unit Price Schedule, with all seeds, seed bags, and seed bag tags subject to examination by HCFCD representatives prior to acceptance.
