About this file
The document is a Buy American Provision Certification Form for food purchases issued by St. Bernard Parish School Board, targeting vendors supplying food products to the school district. The form implements the Buy American Provision (7 CFR Part 210.21(d)), which requires School Food Authorities to purchase domestically grown and processed foods to the maximum extent practical. Vendors must certify that their food products are either 100% produced or processed in the United States, with processed products containing over 51% of food components from U.S. origin.
The certification form requires vendors to either check that all food products meet the domestic requirements or list specific non-domestic items with detailed justifications. For each non-domestic product, vendors must specify the percentage of U.S. content, where the product is grown, and provide a reason for bidding the non-domestic item. Acceptable reasons include insufficient U.S. production or manufacturing quantities, or significantly higher costs of U.S. products compared to non-domestic alternatives. Vendors must list prices for both domestic and non-domestic products, and the Child Nutrition Staff will ultimately determine whether to purchase the domestic or non-domestic product based on the provided information.
