About this file
This is an Addendum to an Invitation for Bid (IFB-SP-26-016) issued by the Pasco County Purchasing Department for the construction and installation of a composite dock at the Crews Lake Headwaters Preserve in Spring Hill, Florida. The addendum, dated November 18, 2025, provides clarifications to the original solicitation regarding project scope, insurance requirements, bonding, and permitting responsibilities. The County has classified this as a smaller-sized dock project and does not have existing project plans or surveys available for bidders; contractors will be responsible for obtaining all necessary permits, including building permits and any required approvals from the U.S. Army Corps of Engineers and the Department of Environmental Protection, though the dock's size under 1,000 square feet exempts it from Southwest Florida Water Management District permits.
The County's budget for this project is $200,000.00. Builders Risk Insurance is required for the work, but bid bonds and payment/performance bonds are not required for this project. All bidders must acknowledge receipt of this addendum by signing the Offeror Information/Certification Form, and failure to do so may result in bid rejection. The Pasco County Purchasing Department can be contacted at (727) 473-0046 for any additional questions regarding the solicitation.

Please make note of the following clarifications regarding the above referenced solicitation:

ANSWER: Since this is a “smaller” sized dock, we do not have engineers estimate- The County budget is
$200,000.00
2. QUESTION: Does the County have Project Plans and Survey. Not only for bidding purposes but that will be also required for all the permits.
ANSWER: There are no project plans or Survey’s
3. QUESTION: Is Builders Risk Insurance required?
ANSWER: Yes, Builders Risk Insurance is required.
4. QUESTION: Is a bid Bond Required?
ANSWER: No bid bond is required.
5. QUESTION: Is a Payment and Performance Bond Required?
ANSWER: No bonds are required for this project.
6. QUESTION: Will the County provide USACE, SWFWM and DEP permit or will that be the responsibility of the contractor. We assume at a minimum Contractor shall obtain building permit.
ANSWER: Permits are the responsibility of the contractor. The small size of the dock will make it exempt from SWFWM permits. (under 1000 sq ft.)
