About this file

Summary

This is a General Requirements document for a Canal Clearing (Re-Bid) project administered by a Florida city government. The project scope requires the contractor to remove vegetation from the flats and slopes of designated canals to enable city staff to maintain stabilized and accessible embankments. All tree stumps must be treated with herbicide to prevent regrowth. The contractor is responsible for furnishing all labor, equipment, materials, and supervision necessary to complete the canal clearing and maintenance work as specified in the contract documents. The solicitation is structured as a re-bid, indicating this is a re-advertisement of a previously issued opportunity.

The general requirements document establishes the framework and standards that bidders must follow in submitting proposals and executing the contract work. The document outlines mandatory compliance procedures, performance expectations, and operational guidelines that apply to all aspects of the canal clearing project. While specific pricing terms, bid amounts, award dates, and contract duration are not detailed in this general requirements section, bidders must adhere to all stated requirements as conditions of proposal submission and contract performance.

SECTION 01000

GENERAL REQUIREMENTS

The plans and specifications are an integrated part of the Contract Documents and as such will not stand alone if used independently. The plans and specifications establish minimum standards of quality for this project. They do not purport to cover all details entering into the design and construction of materials or equipment.

COORDINATION

Cutting and Patching:

1.1 The Contractor shall do all cutting, fitting and patching of his work that may be required to make its several parts come together properly and integrate with such other work. The Contractor shall not endanger any work of others by cutting, excavating or otherwise altering their work and will only cut or alter their work with the written consent of the Engineer and the others whose work will be affected.

QUALITY CONTROL

Testing Laboratory Services:

2.1 Arrangements for testing laboratory services will be made by the CONTRACTOR.

TEMPORARY FACILITIES AND CONTROL

Temporary Water Supply:

3.1 The Contractor shall make all necessary applications and arrangements and pay all fees and charges for water necessary for the proper completion of the project up to the time of final acceptance. The Contractor shall provide and pay for any temporary piping and connections.

Temporary Sanitary Facilities:

3.2 The Contractor shall provide adequate sanitary facilities for the use of those employed on the work site. Such facilities shall be made available when the first employees arrive on the site of the work, shall be properly secluded from public observation, and shall be constructed and maintained during the progress of the work in suitable numbers and at such points and in such manner as may be required.

The Contractor shall maintain the sanitary facilities in a satisfactory and sanitary condition at all times and shall enforce their use. He shall rigorously prohibit the committing of nuisances on the site of the work, on the lands of the City or on adjacent property.

The City shall have the right to inspect such facilities at all times to determine whether or not they are being properly and adequately maintained.

Noise Control:

3.3 The Contractor shall provide adequate protection against objectionable noise levels caused by the operation of construction equipment.

Dust Control:

3.4 The Contractor shall provide for adequate protection against raising objectionable dust clouds caused by moving construction equipment, high winds or any other cause.

Water Control:

3.5 The Contractor shall provide for satisfactory disposal of surplus water and shall submit a plan to the Engineer for his review prior to initiation and implementation of the plan. Prior approval shall be obtained from the proper authorities for the use of public or private lands or facilities for such disposal.

Pollution, Siltation, and Erosion Control:

3.6 Contractor shall provide for and take sufficient precautions to prevent pollution of private lands, reservoirs, ponds, rivers, streams, creeks, etc. by the disposal of surplus materials in the forms of solids, liquids or gases including but not limited to fuels, oils, bitumens, calcium chloride or other harmful materials. He shall conduct and schedule his operations so as to avoid or otherwise minimize pollution or siltation of streams, lakes and reservoirs and to avoid interference with movement of migratory fish. Where there is a high potential for erosion and subsequent water pollution, the Contractor shall not expose, by construction operations, except as necessary for efficient construction operations, and the duration of exposure of the uncompleted construction to the elements shall be as short as practicable.

Erosion control features shall be constructed concurrently with other work and at the earliest practicable time.

Contractor will take all steps necessary to ensure mold and mildew are cleared prior to closing in the facility. This should include any testing, cleaning, and retesting of the facility.

General:

3.7 Whenever reference is made to the furnishing of materials or testing thereof to conform to the standards of any technical society, organization or body, it shall mean the latest standard, code, specification or tentative specification adopted and published on or before the date of Advertisement for Bids for this project, except as specifically noted in the specifications and plans.
