This is a Project Manual and invitation to bid for construction services issued by the City of Fort Worth, Texas, for sewer infrastructure improvements to serve the Alpha Ranch Master Infrastructure project. The work includes installation of approximately 23,091 linear feet of sanitary sewer pipe ranging from 12 inches to 30 inches in diameter, along with associated manholes, testing, and related appurtenances. Bids were due electronically by 2:00 PM CST on Thursday, December 18, 2025, with a public bid opening scheduled at New City Hall in Fort Worth. A pre-bid conference was held on Friday, December 5, 2025, via web conference. Bidders were required to submit expressions of interest and comply with prequalification requirements for water and wastewater work at least seven calendar days prior to bid opening. The contract is being awarded on a developer-awarded basis through the City's Community Facilities Agreement process, with the Developer identified as CTMGT Alpha Ranch, LLC. The contract will be awarded to the lowest responsible and responsive bidder, with contract time and liquidated damages provisions to be specified in the award documents.

Bidders must comply with the City's Small Business goal of 30 percent participation for contracts with City participation of $1,000,000 or greater. All contractors and subcontractors must be prequalified for water and sanitary sewer work involving open cut and trenchless installation of all pipe sizes. Bidders are required to provide performance, payment, and maintenance bonds, comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation insurance, and automobile liability coverage. The project is subject to prevailing wage rate requirements under Texas Government Code Chapter 2258. Contract documents include standard City of Fort Worth specifications and conditions, with specific technical specifications for pipe materials, manholes, testing protocols, and other utility construction work incorporated by reference. Contractors must comply with all applicable federal, state, and local laws, including nondiscrimination requirements and Title VI of the Civil Rights Act, and must maintain all required documentation and insurance coverage for three years following final acceptance.
