About this file

This is a Scope of Work document for the Suwannee County Board of County Commissioners in Florida, outlining requirements for a three-year pine straw lease program. The County seeks qualified individuals or companies to harvest, collect, bale, and remove pine straw from two designated County-owned parcels (26-02S-13E-08017-000000 and 35-02S-13E-08354-000020). The lease agreement spans three years with the primary objectives of generating revenue for Suwannee County while ensuring responsible harvesting practices, protecting County-owned timber resources, and maintaining environmental integrity of the designated properties. The scope of work establishes operational guidelines, performance standards, and environmental compliance requirements that the lessee must follow throughout the contract term.

The lessee is responsible for all harvesting, collection, baling, and removal operations at no cost to the County, with the County retaining rights to the revenue generated from pine straw sales. The lessee must comply with all applicable federal, state, and local environmental regulations and obtain necessary permits. Insurance and bonding requirements are mandatory to protect County interests. The agreement prohibits damage to remaining timber, soil degradation, and environmental contamination. The lessee must maintain the properties in good condition and restore them to their original state upon lease termination. Revenue sharing terms and specific performance metrics are outlined to ensure the County benefits financially while maintaining stewardship of its natural resources.
