About this file

This is an RFP evaluation scoresheet for Solicitation #MK26-16 prepared by the State of Utah Division of Purchasing and the Department of Workforce Services for a virtual job fair platform. The Department of Workforce Services seeks to contract with a vendor to provide a comprehensive virtual job platform that connects employers with job seekers to fill open employment opportunities and support Utah's growing economy. The contract term is three years, with vendor pricing guaranteed for one year. The vendor must have a platform operational and customized for Department of Workforce Services use by April 1, 2026, with subsequent event delivery required within ten days of receiving requirements.

The evaluation scoresheet establishes a total possible score of 1,928.6 points, with technical criteria weighted at 70 percent (1,350 points) and cost weighted at 30 percent (578.6 points). The technical evaluation comprises nine scoreable criteria covering system requirements, accessibility, chat features, video capabilities, dedicated support, employer training, administrative capabilities, and relevant experience. Vendors must achieve a minimum of 70 percent of technical points (945.0 points) to be considered. Nine minimum mandatory requirements are established, including unlimited capacity, no-download access, mobile compatibility, job seeker profile functionality with resume uploads, employer booth personalization, analytics delivery within one day of events, and compliance with GOV Ramp Requirements. Cost evaluation employs a formula wherein the lowest-priced proposal receives 100 percent of cost points, with other proposals receiving proportional points based on their cost differential from the lowest bid.
