About this file

Summary

This is a Mandatory Minimum Requirements and Technical Scoring Criteria document for a Virtual Job Fair Platform RFP issued by the State of Utah Department of Workforce Services. The project seeks a single vendor to develop and operate a comprehensive virtual job fair platform designed to connect employers with job seekers across Utah. The platform must be operational and customized for departmental use by April 1, 2026, with a contract term of three years. The vendor must deliver future event configurations within ten days of receiving requirements from the department. Key service requirements include unlimited capacity for events, users, and booths; no-download accessibility for participants; mobile device compatibility; job seeker profile creation with resume upload and storage capabilities; employer booth personalization; and comprehensive analytics delivery within one day after events conclude.

Vendors must satisfy nine mandatory minimum requirements to advance to technical evaluation, including compliance with GOV Ramp security requirements. The technical proposal will be scored on 700 points across system requirements and relevant experience categories, with evaluation criteria including platform layout and appearance, accessibility specifications, chat and video interview capabilities, dedicated support provisions, employer training capabilities, administrative functions for the department, and documented experience delivering virtual job fairs with participant and booth numbers. Vendor pricing must be guaranteed for one year, with the contract anticipated to result from a single award to the highest-scoring responsive and responsible vendor. Proposals are limited to ten pages, Times New Roman, twelve-point font.
