About this file

This file contains a comprehensive Project Manual for the Mt. Ogden Administration Building and Canopy construction project undertaken by the Utah Transit Authority (UTA) at 135 West 17th Street in Ogden, Utah. The project encompasses construction of a new administration building, site improvements, a bus canopy, and bus parking facilities. The document comprises extensive technical specifications organized by construction divisions, including general requirements, concrete work, masonry, structural steel framing, cold-formed metal framing, miscellaneous metals, stairs, railings, and rough carpentry. Specifications detail materials, fabrication methods, quality assurance requirements, installation procedures, and field quality control protocols. Professional design services have been provided by AECOM Technical Services, Inc. as the Architect of Record, with specialized consultants including Meridian Engineering, Inc. (Civil Engineer), Keleusmatic Technologies, Inc. (Telecom Designer), and Terracon Consultants Inc. (Geotechnical Consultant). The project manual includes detailed geotechnical data from a site investigation dated June 11, 2025, providing soil boring logs, laboratory test results, and subsurface conditions analysis necessary for foundation design and construction planning.

The specifications establish stringent quality assurance standards requiring AISC-certified fabricators and erectors for structural steel work, AWS-qualified welders for all welding operations, and independent testing agency verification of materials and field conditions. Key material specifications include Grade 50 structural steel, high-strength bolts per ASTM standards, stainless steel components for corrosive environments, and hot-dip galvanized finishes for exposed elements. The project incorporates seismic design requirements with Seismic Design Category D parameters, wind loading criteria of 110 mph basic wind speed, and special detailing for architecturally exposed structural steel (AESS) components. Design and construction standards reference multiple consensus standards including AISC 360, ACI 301/530, AWS D1.1/D1.1M, and applicable International Building Code provisions. The manual specifies extensive submittal requirements including shop drawings signed and sealed by licensed professional engineers, welding procedure specifications and welder certifications, material test reports, and pre-construction testing documentation. Field quality control procedures mandate special inspections for structural elements, weld testing using radiographic, magnetic particle, ultrasonic, and liquid penetrant methods per AWS standards, and measurement of floor flatness and levelness to ASTM E1155 tolerances. Contractor submissions must be coordinated through UTA's Procore project management platform, with design and fabrication decisions requiring professional engineer review and seal when delegated design authority is invoked.

First Water Observation

Groundwater levels are temporal. The levels shown are representative of the date and time of our exploration. Significant changes are possible over time.

Water levels shown are as measured during and/or after drilling. In some cases, boring advancement methods mask the presence/absence of groundwater. See individual logs for details.

Water levels indicated on the soil boring logs are the levels measured in the borehole at the times indicated. Groundwater level variations will occur over time. In low permeability soils, accurate determination of groundwater levels is not possible with short term water level observations.

General Notes

Location And Elevation Notes

Exploration point locations as shown on the Exploration Plan and as noted on the soil boring logs in the form of Latitude and Longitude are approximate. See Exploration and Testing Procedures in the report for the methods used to locate the exploration points for this project. Surface elevation data annotated with +/- indicates that no actual topographical survey was conducted to confirm the surface elevation. Instead, the surface elevation was approximately determined from topographic maps of the area.

Soil classification as noted on the soil boring logs is based Unified Soil Classification System. Where sufficient laboratory data exist to classify the soils consistent with ASTM D2487 "Classification of Soils for Engineering Purposes" this procedure is used. ASTM D2488 "Description and Identification of Soils (Visual-Manual Procedure)" is also used to classify the soils, particularly where insufficient laboratory data exist to classify the soils in accordance with ASTM D2487. In addition to USCS classification, coarse grained soils are classified on the basis of their in-place relative density, and fine-grained soils are classified on the basis of their consistency. See "Strength Terms" table below for details. The ASTM standards noted above are for reference to methodology in general. In some cases, variations to methods are applied as a result of local practice or professional judgment.

Exploration/field results and/or laboratory test data contained within this document are intended for application to the project as described in this document. Use of such exploration/field results and/or laboratory test data should not be used independently of this document.
