About this file

This is a Subrecipient Agreement appendix prepared by the Tohopekaliga Water Authority ("Toho"), an independent special district established under Florida Statutes Chapter 189, in conjunction with the City of St. Cloud for the Hopkins Park Service Area Septic to Sewer construction project. The project involves the construction of a duplex submersible lift station, new gravity mains, manholes, and force mains within the Hopkins Park Service Area. The Invitation for Bids (IFB) is open to qualified construction firms with relevant experience in similar utility infrastructure projects. Prospective vendors must complete Appendix A: FORM TOH-140, Structure Record Release Acknowledgement, to obtain copies of solicitation-related building plans, blueprints, schematics, or diagrams as required under Chapter 119, Florida Statutes. Completed forms must be submitted to procurement@tohowater.com by the question submittal deadline specified in the solicitation materials.

This project is funded through the Department of Housing and Urban Development (HUD) and passes through the City of St. Cloud under FY2023 Community Project Funding Grant Award ID # B-23-CP-FL-0430. The subrecipient agreement establishes the terms and conditions under which the funding will be distributed and managed between the initial recipient and the subrecipient entity responsible for project implementation and oversight. As a HUD-funded construction project, the work must comply with all applicable federal requirements, prevailing wage standards, and other federal funding mandates associated with the Community Project Funding designation.
