About this file
This is a Special Provisions document for the City of Harrisburg, Pennsylvania, detailing requirements for the installation of asphalt speed cushions in existing pavement. The project involves constructing speed cushions at designated locations in accordance with PennDOT Publication 408, the Manual on Uniform Traffic Control Devices (MUTCD), and approved speed cushion details. The work includes saw cutting and milling existing asphalt pavement to achieve a finished speed cushion height of approximately 3 inches, surface preparation with tack coat application, placement and compaction of superpave asphalt, installation of 12-inch-wide white pavement markings, and placement of W17-1 warning signs. Contractors must notify the City representative if speed cushions cannot be placed in marked or unmarked crosswalks, over utilities, or other pavement irregularities, and must obtain concurrence prior to installation. The project also requires removal of all existing speed cushions and associated signs within the project limits, with removed signs to be salvaged and delivered to the City of Harrisburg at 1002 N. 7th Street, Harrisburg.
Payment is made on a per-unit basis, with each speed cushion installation priced to include all labor, materials, equipment, traffic control, and incidentals necessary for complete installation. No separate payment is provided for the removal of existing speed cushions and signs. Bidders are required to review all supporting documentation and project details prior to submission, and bids containing omissions based on industry assumptions will be deemed non-responsive. Interested prime and subcontractors must identify their intent to bid through the PennBid project profile.
