About this file

This is a Bidder Q&A Guidance document for the Speed Cushions Installation Project, a Pennsylvania state and local contract opportunity involving the construction of asphalt speed cushions in existing pavement at designated locations. All inquiries must be submitted in writing through PennBid.net, and bidders are strongly encouraged to thoroughly review all bid documents before submitting questions. Questions should be posted as early as possible rather than waiting until the deadline approaches. The City will provide responses within 3 to 4 business days of receipt where possible, although complex inquiries requiring City coordination may require additional time. All responses and resulting addenda will be issued collectively to all bidders to ensure fair and uniform communication throughout the bidding process.

Each submitted question must follow specific formatting requirements, including identification of the relevant bid package number and name, file name or title, and section reference, with an example provided as "Bid Package #4 - Electrical - Section 260543_Underground Ducts_and_Raceways - Section 2.4.A." The body of each inquiry should contain the relevant section, drawing, or page number, a clear and concise question or clarification request, and any supporting information. Bidders are prohibited from submitting multiple unrelated questions in a single submission; the City will not accept or respond to questions grouped together. Adherence to these procedural guidelines is mandatory to maintain an efficient and equitable bidding process for all participants. The project work must be completed in accordance with Special Provisions, applicable PennDOT Publication 408 provisions, the latest MUTCD edition, and the approved Speed Cushion Detail.

Bidder Q&A Guidance

Your questions are important to us. To ensure efficient and clear communication during the bidding process, all bidders are required to follow the procedures below when submitting questions.

1. Submitting a Question

All inquiries must be submitted in writing through the designated Q&A platform (PennBid.net)

Bidders are encouraged to read all bid documents twice before submitting inquiries.

Post inquiries as soon as questions arise. Early submission helps ensure timely responses

Responses will be provided within 3 to 4 business days of receipt where possible, though complex questions may require more time if City coordination/clarification is needed.

Bidders should review all documents thoroughly before seeking clarification.

Group unrelated questions separately by subject—avoid multi-question or multi-package inquiries within a single submission.

Responses and any resulting addenda will be issued group-wise to all bidders.

The City may request additional context if a question is unclear or lacks required references.

Bidders should submit inquiries early and often. Do not wait until just before the question deadline to submit.
