About this file

This is Addendum No. 1 to a Design-Build solicitation issued by the Incorporated County of Los Alamos Procurement Division for the North Mesa Bike Park and Amenities project (Solicitation No. DBP27-05). The addendum, dated September 25, 2026, clarifies that Exhibit A (Project Scope of Work) and Exhibit B (Project Location Maps) were inadvertently omitted from the original solicitation and are now attached. The project encompasses a 58-week timeline consisting of a design phase (up to 16 weeks) and construction phase (up to 42 weeks). Design tasks include site evaluation, soil and drainage assessment, preliminary design development with public engagement, and preparation of final construction documents incorporating inclusive and adaptive design features compliant with accessibility standards including the Architectural Barriers Act, Section 504 of the Rehabilitation Act, and the 2010 ADA Standards for Accessible Design. The contractor must conduct at least three public engagement meetings, including an initial listening session, with presentations of design concepts and documentation of community feedback. Construction work is scheduled between 7:00 a.m. and 9:00 p.m., Monday through Sunday, unless otherwise approved by the County.

The contractor must provide comprehensive construction cost estimates covering all materials, labor, equipment, permits, and compliance requirements, including NPDES Construction General Permit compliance given the disturbance area exceeds one acre. The selected design-build team must include a New Mexico-licensed engineer or architect and a New Mexico-licensed contractor, with specialized expertise in landscape design anticipated for a significant portion of the project. The contractor is responsible for all permit acquisition from the State Construction Industries Division, all site damage repairs, waste disposal, video-based training for maintenance of major equipment prior to the end of the one-year warranty period, and submission of project documentation in paper and electronic formats. The County will provide water and electrical service connections at the build location. Acknowledgment of receipt of this addendum is required to be submitted with the bid or proposal.
