About this file

This document is an Addendum No. 1 to Invitation to Bid (ITB) 25-0209 issued by the Fort Worth Purchasing Division for Moving and Disposal of Gaming Machines. The bid is scheduled to close on August 28, 2025, at 2:00 PM CDT, with no changes to the original timeline. The addendum includes a Questions and Answers document that provides clarification on key aspects of the bid, such as the definition of a "call out" (which is when the Vice Unit requests services for an on-site pickup), and the expectation that vendors can handle multiple machines at a single location, potentially up to 25 or more machines.

The document reveals that the gaming machines may contain trace amounts of hazardous materials including lead, mercury, cadmium, lithium, and flame retardants. However, the concentration levels are low enough that no hazardous material license or placarded vehicle will be required for transport or disposal. The vendor will be responsible for removing all machines on-site during a warrant, which may require multiple trucks, and must be prepared to limit the time spent at each location. The bid seeks a vendor capable of providing flexible and efficient moving services for seized gaming machines, with the ability to quickly respond to call-outs from the Police Department and transport machines to a secured storage facility.

ADDENDUM No. 1 RFP 25-0209 Moving & Disposal of Gaming Machines

Q1 - On the form ITB-07-Questionnaire and Requirements_(1)_(1), Item 2.11 asks for maximum number of machines we could handle in a single call out. Is this per day or overall number per incident?

A1 –A single call out is per incident. There may be multiple machines at a single call out, but each location where machines are being seized would be a separate call out regardless of the number of machines to be removed. All machines on-site shall be removed at the time of the warrant and will need a vendor who can provide ample moving services to accommodate the number of machines present. That may include providing multiple trucks at the time of removal. It should be pre-determined through our investigations how many machines there are at each location in order to provide a reasonable amount of time to accommodate the vendor in logistical pre-planning. At times, there are locations that possess 25 or more machines. Although that wouldn’t be the norm, we would want a vendor who can limit the amount of time on-site.

Q2. - Please define callout.

A2 - Call out is defined by the Police Department as, anytime the Vice Unit requests services from the vendor for a pickup on-site. This would include pickup and delivery to the secured storage facility.

Q3. - Will the dates be extended since answers will not be given until 3 days before the current due date? Until the Addendum is issued, we will not know if we are going to respond to this

RFP.

A3 – No, the close date for this ITB is August 28, 2025 at 2:00 PM CDT. If there are any changes to this ITB, the changes will be published via addendum

Q4 - What hazardous materials are expected to be in these gaming machines?

A4 – It is possible the machines may have lead, mercury, cadmium, lithium, and flame retardants.

Q5 - Will a hazmat-endorsed driver's license or placarded vehicle be required?

A5 - No, a hazardous material license will not be required for transport or disposal. The amount of hazardous materials will not be in levels or concentrations that require licenses or permits.
