About this file

This is a Request for Proposal (RFP) issued by the Buffalo City School District for a Property Use Analysis and Consolidation Plan consultant. The District seeks a qualified consultant to conduct a comprehensive analysis of its portfolio of over 8.5 million square feet of building space across 72 facilities (61 instructional and 11 support buildings) that currently serve approximately 30,000 students and 4,500 staff members. The consultant will analyze district properties to recommend right-sizing strategies, including specific school and building closures to be implemented over three years beginning fall 2027, while considering facility costs, population centers, student enrollment trends, and operational efficiency. The RFP was released on March 11, 2026, with questions due by March 18, 2026, answers posted March 20, 2026, and proposals due March 27, 2026. Presentations are scheduled at a date to be determined. The tentative award date is April 15, 2026, with an anticipated contract term from April 16, 2026, through September 30, 2026. The consultant must deliver a final report by July 2026 and present recommendations to the Board of Education on August 12 and 19, 2026.

Respondents must submit proposals electronically or by mail (two printed copies and one electronic copy) via the BPS BONFIRE portal and include cost proposals for all project work from start to finish, including travel, labor, and related expenses. Evaluation will be conducted on a 100-point scale, with cost comprising 40 points, proposed process 30 points, and relevant experience/qualifications 30 points; a minimum non-cost score of 35 points is required. The contract will be awarded based on best value, and the selected firm is not necessarily the lowest-cost respondent. Insurance is required, and subcontractors may be utilized. Standard requirements include completion of the Offering Questionnaire, current Certificate of Liability Insurance, Equal Employment Opportunity Employee Information Report, Non-Collusive Bidding Certification, and a minimum of three client references. The District will provide building condition surveys, redistricting survey data, enrollment and attendance trend data, community surveys, and analysis from a recent school closure committee to support the consultant's analysis.
